Chengdu High-tech Industrial Development Of Public Science And Technology Policy

Today's world is changing rapidly, such as political, economic and cultural field. High-tech industry based as high-tech to accelerate the development of a knowledge-based economy, and it is an important manifestation of international economic competitiveness and the overall strength of a country. So that, to promote the development of high-tech industry has become the main strategic objectives of countries and local governments. Governments improve scientific and technological progress, and in tern promote the development of high-tech industries through the public of science and technology policy, and its functions of encouragement, guidance and protection. In this aspect, Chengdu has been well and played a leading role in the entire western region. The article is point to study in Chengdu, and do further exploration of the public of science and technology policy, which promote to Chengdu high-tech industry's development.While integrating the methods of literature research, interviews, comparative study of analysis, combining of quantitative research and qualitative research, the article applies the theory of the new institutional economics of innovation theory, market failure, government failure as well as new public services. Besides that, the article tries to show the present situation of policies concerning Chengdu's high-tech industrial development. By analysis of the foreign developed countries, as well as China's developed areas of public science and technology policy, and learned from advanced experience, the article points out limitations of the present high-tech policies in Chengdu, in the mean time it brings forth suggestions for future development.The article consists of six chapters:Chapter One: Introduction. Firstly, introduces significances and backgrounds of the article. Secondly, explains relevant concepts and characteristics of high technology, high-tech industry as well as industrial policy and the public policy of high-tech industry, etc. Thirdly, introduces research methods of the article. Lastly, show the framework how the article will be going.Chapter Two: Bases of theory and reality. After interpreted three theories of the article based on, discuss main researchers of foreign and domestic researches related to this field. And then analyses the relationship between high-tech industry development and the public policy of science and technology as its reality basis.Chapter Three: The current situation of the public policy of science and technology on high-tech industry development. Under the discussion on the status of some foreign developed countries and major developed areas of our country in the development of high-tech industry and its public policies of science and technology, summed up the advanced experience of them. At the same time, it shows these statuses of Chengdu.Chapter Four: To analysis the problem of the public policies of science and technology in high-tech industry of Chengdu and its reasons. After anglicizing all above, author point out the problems that made of high-tech industry development of Chengdu. Then cover the seasons that cause of these problems.Chapter Five: Policy improvements. Identify problems and bring forward suggestions on the public policies of science and technology of high-tech industry in Chengdu.Lastly, point out the short of this research and the direction which need to further improve.
