Along with all kinds of problems is exposed in the original rural irrigation management system, meanwhile, water resource management is confronted with a series of difficulties. In recent years, in the upsurge of participative management under the international background, farmer water user association system is carried out as the irrigation management system in China to implement farmers’autonomous participation in irrigation management. Since the water management and water use becomes more reasonable upon the establishment of the farmer water user association, the transaction cost has been reduced, the property right of water projects has been cleared, also water saving was promoted and the farmers’participating awareness was enhanced, etc. However, the design cost at the beginning of the association and relevant cost in the operation process must be undertaken.Based on the investigation and statistics of the15water user associations and110agricultural water users in6irrigated areas in Ganzhou district, Zhangye city, the thesis analyzed the establishment course of farmer water user associations, operating performance, influence factors of farmers’participation intention in farmer water user associations and influence factors of the association development from the farmer’s perspective. The thesis also found out the problems in the water user association development and brought forward related policy suggestions based on theoretical and practical analysis.We built an index system suitable for performance evaluation of water user association in Ganzhou district. Besides choosing the evaluation index system appropriate for local characteristics, we also considered the interaction and interdependence between the various indicators and obtained the scientific comprehensive weight of all indicators. Specific performance we considered covered16indicators in6dimensions, including participation effect of water users, project operation and maintenance effect, water saving effect, water fee collection effect, labor input saving effect, irrigation area improvement effect, etc. In network hierarchical analysis model, each indicator is unequal weight resulted from mutual influence and interaction rather than equal weight. The significance of2indicators in project management standards stood out, whose weighted values are the first and third important. The canal lining change rate below the lateral canal has the highest weight, and the intact rate of water projects is the third important, the labor input change rate of canal protection in labor input management the second, and the change rate of maize yield in area management is the last. According to the weight sequencing of all indicators we used, we can learn that the project management is the most important, then labor input management, then water-saving management, then water fee management and participation level, and the irrigation area management is the last.The water user association operational performance can be calculated on basis of the survey results that integrated by each indicator’weight. The results showed that the total operational performance of every association was not outstanding since the foundation of the water user association. The highest performance value is0.5in Pingshun village of Daman irrigated area. The lowest performance value is0.14in the upside water user association of Shangsanqumazi in Shangsan irrigated area. The maximum frequency of the7out of16performance is0, suggesting these performance are not changed upon the foundation of the water user associations and the functions of the associations are not achieved.Otherwise, the influence factors of the farmers’participation intention were analyzed by logistic regression model. It is indicated that farmers’personal ch aracteristic, family characteristics, planting and watering characteristics affect th e farmers’participation intention significantly.Binary logistic regression model analysis results showed that the farmers’ participation intention can be positively affected by gender, farming proportion, agricultural income ratio, agricultural acreage, river irrigated land and Yingke, Daman, Xijun, Wujiang of irrigated area variables. Other explaining variable with significant negative influence include age, timely irrigation or not, irrigation cost of2012, water rates and Shangsan irrigated area of irrigated area variables.Accumulated logistic regression model analysis results showed that agricultural income ratio of household family characteristics variables and river irrigated land of planting and watering characteristics variables can positively affect the farmers’ participation intention. That is to say, provided that other conditions are invariant, the larger these two index values are, the stronger the farmers’participation intention is. Timely irrigation or not, irrigation cost of2012and water rates in planting and watering characteristics variables and irrigated area variables can negatively affect the farmers’participation intention.At last, the problems in development and operation of water user association in China were summarized in the thesis, which include boundary and scale of the association formation, lack of farmers’participative management awareness, lack of government support, lack of good development environment, lack of funding for association operation and management, unclear property right delimitation of water conservancy facilities, etc. According to these problems, related policy suggestions were brought forward, which include breaking administrative pattern, establishing water user association in accordance with hydrological boundary, enhancement of propaganda, enhancing farmers’participation awareness, improvement of related legal system to ensure the operation of water user association, providing more financing channels for the associations to solve the fund questions, etc.
