Farmers’ Willingness To Participate In The Water User Association And Its Influencing Factor In Major Grain Producing Areas

Small-scale farmland water conservancy is responsible for farm irrigation anddrainage function, providing basic protection for the grain production in major grainproducing areas. Guiding farmers to participate in Water Users Association is an importantway of improving the operation efficiency of small-scale farmland and water conservancyfacilities. The farmers are rational, rational choice to farmers to participate in the behaviorof the Water Users Association is to respond to their own factors and external conditions.In order to study the influence of Farmer Participatory Irrigation Association will specificfactors, this paper adopted the Logistic model analysis method, studied Jiangxicommissariat advocate produce area5counties (city)602farmer households’ participationof Water Users Association behavior factors. Research showed that, farmer’s age, culturaldegree, labor force, farmland fragmentation degree, water association founding time, wateruser association scale as well as Water Association established whether for farmer opinionhad significant positive correlation on whether farmers participating in the Water UserAssociation. And the paddy planting crop choice was significantly negative correlation. Inthis paper, the empirical analysis of influencing factors of Farmer Water Users Associationof work satisfaction using the cumulative odds Probit model. Research showed that,cultural degree, the water association founding time, whether to participate in the electionof the president, whether to participate in the meeting, whether to participate in thehydroponic training and farmer water users association of work efficiency had significantpositive correlation to satisfaction relationship. The total area of cultivated land and farmerto farmer association work efficiency was negatively related to satisfaction relationship.According to research conclusion, this paper puts forward policy suggestion to promote thefarmers to participate in the small-scale water engineering management, namely the clearsmall water engineering property right characteristic, increase funding support of themanagement, strengthen public opinion propaganda work, strengthen the subjectconsciousness of the farmers small agriculture water management, strengthen the educationtraining for farmers, increase the ability of farmers to participate in the management,innovation of the farmers land circulation system, improve the level of agricultural scaleoperation, specification the democratic management of the farmers association with water,and improve the management level of water association and so on.
