Study On The M&E And Sustainable Development Of Water User Association

Establishing the WUA in terminal canal system in IDs is the direction and main model of participatory irrigation management.However,WUA is such a comprehensive, complex and systematic project,which is a non-profit, voluntary organization of irrigated area management model.This new thing has strong exploration and innovation. WUA will appear a number of issues at any time in the course in the actual formation, operation and management,and needed to discover and study and seek solutions. Therefore,in order to keep Association of the development process, evaluate the results achieved,identify existing problems,and clear direction for future development, So we need to make Monitoring and Evaluation for the formation, operation, management of WUA.This paper was depended on the real investigation, and based on the continual six years(2000~2005) tracking date for 800 fixed sampling households and 120 lateral canals in Guanzhong Irrigation Districts(GID) by the M&E group of the Northwest A&F University. According to the purpose and significance of Monitoring and Evaluation on WUA, select some approaches and design a series of Monitoring and Evaluation tabular statement, and take the Shaanxi Guanzhong irrigation area of WUA Monitoring and Evaluation for example and make demonstration.Finally, make analysis about WUA sustainable development, in order to get WUA healthy, steady development purposes. Mainly include the following:(1) Make Farmers, Rural Areas, Agriculture Production, the new rural construction, and national policies and laws close association with the WUA development, and raise the policy environment for WUA.(2) Make analysis for WUA capacity-building; ensure the internal environment of stability for WUA.(3) Establishment of incentive mechanism for WUA.(4) Reform of property rights system; strengthen the building of democratic politics.In short, through the all-round monitoring and evaluation on WUA, managers and farmers make the best of the development process, constantly sum up experience and lessons, and to keep improving, so that make WUA jump ahead smoothly in the right direction and the expected goal.
