Collective forestry is an important part of Chinese forestry. After the collective forest tenure reform was basically completed. Farmers, whose production behaviors have important direct effects on China forestry development, construction of "beautiful China" and even the promotion of ecological civilization, become the main body of production management of collective forestry. Therefore, study on farmer’s production behaviors after forestry reform has both theoretical value and practical significance. It is fundamental research to developing Chinese forestry, boosting green economy and advancing the ecological civilization construction.This paper made an intensive study on the farmer’s production behaviors in Hunan province and its influencing factor form multi angle both by the qualitative and quantitative method according to the survey data of2011-2013from Forestry Bureau research project of" tracking and monitoring of Hunan forest reform ".Firstly, This paper introduced research progress on farmer’s production behavior at home and abroad from two aspects of research contents and methods. Secondly, it introduced the basic situation of forestry and the reform on Hunan province, and analyzed the dynamic change on Sample counties before and after the Collective Forest Tenure Reform. Thirdly, it analyzed and summarized the behaviors of forestry production dynamically before and after the collective forest tenure reform. Fourthly, did empirical research on the farmers forestry production behavior influence factors from the perspective of forestry basic production process and forestry input point. On the basis of summarizing the conclusion of basic research above, the article put forward the corresponding countermeasures and suggestions finally. For research methods, this paper mainly used descriptive analysis, XTSUR, FE, RE, panel Logit model, panel Tobit model, seemingly unrelated bivariate probit regression and so on. Among them, descriptive analysis was mainly used for the dynamic change before and after the Collective Forest Tenure Reform, XTSUR、FE、RE were mainly used for influencing factor of farmer’s behavior of planting, tending and cuting.Panel Logit model, Panel Tobit model and seemingly unrelated bivariate probit regression was mainly used for analysis influencing factor of farmer forestry capital and labor input behaviors.The main research results in this paper are concluded as follows:(1) Comparing farmers forestry production behavior before and after the reform, first, the sample farmers are more positive to planting and tending while less cutting after the reform; Second, farmers are more willing to increase their investment; Third, the reform diversify forestry farmers’income, cutting is no longer the only source of income.(2) from the point of forestry basic production process, first, the afforestation subsidies (positive), Whether to join the forestry cooperative organization the forest right mortgage (positive) were associated with farmers’ planting behavior significantly after reform; Second, tending subsidies (positive), forest insurance (positive), the forest right mortgage (positive), were associated with farmers’ tending behavior significantly after reform; Third, forest rights circulation evaluation(negative),cutting index evaluation of wood (positive), tax burden level evaluation(positive) were associated with farmers’ behaviors.(3)From the Angle of forestry production inputs, first, variable which have significant impact on farmers’ decision-making of forestry fund investment were:professional of the household(negative), forestry income of the family(positive), the size of cultivated land(positive), whether or not join the forestry cooperation(positive), cutting index evaluation of wood(positive) and the afforestation subsidies (positive); Second, variable which have significant impact on farmers’ decision-making of forestry labor input were:age(negative), family income(positive), cutting index evaluation of wood (positive), the evaluation of forest right mortgage (positive); Third, variable which have significant impact on farmers decision-making of forestry fund investment scale were:family income(positive), the afforestation subsidies (positive), whether or not join the forestry cooperation (positive), the forestry area which can have the policy forestry insurance(negative); Fourth, variable which have significant impact on farmers’ decision-making of forestry fund investment scale were:family income(positive), the forestry area which can have the policy forestry insurance(positive), woodland area ratio after reform(negative).According to this research, the article put forward the following Suggestions:(1) Popularization of forestry fiscal subsidy policy and creating a good forestry tax environment;(2) Diversify forestry income further in order to relieve the contradictions of different subjects in pursuing benefit maximization;(3) Promoting forestry science and technology service system for enhancing farmers’ forestry production and operation ability;(4) Development forestry marketization support and security system,(5) Maintain forestry property rights sustained and stable.
