Study On The Mode Of Industrial Raw Material Forest Building In Fujian Province After The Reform On Collective Forest Ownership

Development of industrial material forest has become an important pathway for protecting forest resource and solving wood supply-demand contradiction. As to acceleration of sustainable forestry and construction of new socialist countryside, it also has very important realistic meaning. With the accomplishment of reform of forestry, how to break through the "bottle neck" of afforestation capital and technology, how to help farmers cooperate with forestry enterprise have become actual problems in collective forest area. In this paper, by regarding Yong'an city as an example., the construction condition and development trend of industrial material forest base at home and abroad has been analyzed. By combined the qualitative and quantitative methods, the patten of baes builting for industrial material forestat present was analyzed and snmmarized systematicl, and the main question were pointed out, and the builting pattern was designe.From the above research, some conclusions were provided: (1) there is association between emergence and development of industrial raw material forest and manufacture and correlative industry from wood. That reason for the development of industrial forest is the comparative superiority that it has. In the market economy conditions, the management objective of industrial forest is profit maximization. (2) The separation of wood industry and forestry could be the key issue which restricts the development of industrial forest, that market pattern is the point of intersection between wood industry and forestry. (3) In order to pursue economic benefits, the target pattern should be adopted as follows: combination between forestry and industry, enterprise management or group management. (4) Stock combination management would be the way that the industrial material forest base should follow. After reform of forestry, the pattern of "Company＋base＋farmer" is the supplement of base of industrial material forest and effective achieving pattern. (5) To promote the development of forestry-industry combination and industrial forest, department division of vertical should be broken and correlative supportive policy should be established.
