In the21st century, Marine economic contribution to the national economy andsocial development has become increasingly prominent, Marine economy total factorproductivity as Marine source of economic growth, is more and more attention byscholars, however the current study comparing single literature analysis point of view,the empirical method is relatively backward, and ignored the environment ofincreasingly prominent problem of Marine economic growth.Therefore, firstthrough the related parameters of the Marine environment construct coast provincesMarine environment comprehensive index, this article gets the corresponding oceanrelative index of green GDP accounting, in this way takes the ocean environmentalfactors into the ocean relative technical efficiency and total factor productivityanalysis framework, and then based on SBM directional distance function andLuenberger productivity index analysis framework to measure ocean rate of totalfactor considering environmental factors and a comprehensive analysis of the system.In this paper, the main research conclusions are as follows:First, combining with SBM directional distance function this paper measuresChina’s coastal provinces and three regional Marine technical efficiency, underconsidering Marine environmental factors or not. The study found that, based on theenvironmental factors of Marine technical efficiency slightly higher than average noconsidering the value of the environmental factors. The possible reason is that thisarticle is both for environmental factors of processing also taking into account theenvironmental governance, and environmental pollution of Marine environmentgovernance strength slightly is higher than the extent of the Marine environmentpollution. From Marine technical inefficiency value, Marine insufficient output was the cause of Marine technology inefficiency, capital input redundancy rate is lowest,labor input redundancy rate is middle.Second, Marine total factor productivity based on Luenberger productivity index,no matter considering environmental factors or not, the sea the growth rate of totalfactor productivity of mean value is negative, in the inspection period, Marine totalfactor productivity is on the decline. From the results of the decomposition of totalfactor productivity from the sea, Marine technology retrogression is a major cause ofresulting in a decline in Marine total factor productivity, and Marine technologyretrogression reason could be the result of Marine excessive capital deepening.Looked from the internal factors influencing the Marine total factor productivity, poorMarine output is ocean the main reason for the decline in total factor productivity.Tird, throughout the research range, based on the environmental factors oftechnical efficiency of the sea and Marine total factor productivity, it does not existsigma convergence, but there is absolute convergence and conditional convergence.From the perspective of dynamic growth distribution using kernel density distributionfunction and its dynamic evolutionary markov transition matrix, the results show that:ocean green technical efficiency, most of the year shows the unimodal distributionstate and trend of decline, but could not solve the distribution matrix of a steady state,which means that marine green technology gap cannot eliminate the efficiency of theregion. Sea green total factor productivity in the research range emerges from the"twin peaks" into the "single-peak" to "twin peaks" of distribution and also appeared adownward trend, but can get a steady state distribution matrix, which means that themarine green total factor productivity will appear convergence phenomenon.Fouth, based on environmental factors on Marine total factor productivity factorsof the empirical analysis, Marine industrial structure of human capital, physicalcapital and R&D input oceanography is selected that several main factors as theimpact factor of panel data model of the empirical test. Marine industrial structure andhuman capital have a significant role in promoting to the Marine green technicalefficiency and the sea green total factor productivity, Marine physical capital factors on its effect was significantly negative relationship, Marine efficiency of R&D inputon ocean green technology has a positive effect on total factor productivity and itscomposition, and has no significant positive effect on the Marine technical efficiencyimprovement, and everything else is significant.For quantitative analysis of this study is based on the environmental factors ofMarine economic growth of total factor productivity research which provides atheoretical method and the analytical framework to help more accurately assess theconditions in our country Marine economy growth. It will promote the Marinedepartment to realize environmental protection and Marine efficient, rapid andcoordinated development of economic growth.
