Economic development is inseparable from the industry, however, industrial development was accompanied by the inevitable environmental pollution and resource consumption. Currently, the world is facing worsening environmental situation, and in the new stage of development, environmental issues have become the bottleneck of economic growth in Guangdong. The efficiency of China's industrial economy has a lot of literature with the consideration of environmental constraints,but for the Guangdong Province which is China's largest province, the research is currently very rare.In this paper,we researched the TFP of industrial sector,and we set the study in Guangdong Province for more targeted and persuasive,becouse as China's first area of reforming & opening up and modernization, Guangdong Province has attracted worldwide attention for the speed of its economic development and the great achievements it has always been.The paper added environmental controls in the analysis,measured 21 cities' total factor productivity growth and its components in Guangdong province using the Malmquist-Luenberger productivity index. On this basis, the paper ranked the level of development of 21 cities and had an empirical test on the factors of the growth of total factor productivity under the environmental control. The main conclusions of this paper are:In considering the environmental controls, Guangdong province's average growth rate of total factor productivity has been improved, and technological progress is the source of its growth. Environmental control has little impact on efficiency, but the impact on technological progress is obvious. The PRD cities move more frequently to the Production-possibility frontier, which are the "innovators" of Guangdong province's industrial technology. Urban development level. the number of workers engaged in R&D and industrial structure are positively correlated with the productivity index, while energy consumption and exports are negatively correlated with the productivity index.According to empirical studies, Guangdong cities need coordinate the relationship between industrial development and environmental protection for sustainable economic development and take intensive growth path.For the government, they should to implement the relevant policy guidance; For enterprises, not only to solve the problem of pollution emissions and governance, more importantly, is to use high technology to transform traditional production techniques and processes, change the industrial pollution control from traditional sources of control to control the whole production process,to achieve clean production.
