Green Total Factor Productivity, which is combined with energy, environment factors, reflects the quality contribution of economic growth. During past twenty years, it has become an important research topic, which is rapidly promoted. GTFP requires energy, environment and economic development to achieve synergies. Despite country’s comprehensive strength and people living standard improved by the rapid development of China’s industry, it is the expense of huge energy consumption and serious environmental pollution. In theory, if industry is demanded to be responsible for the energy and the environment, they have the motivation to break the status and change the existing technical level to contain the energy and environment deterioration. Therefore, China’s industry should try to measure energy and environmental constraints according to green total factor productivity, in order to step into the sustainable development path.But the key issue is which kinds of research method is more suitable for measuring industry GTFP. Previous research used DDF and MLPI, but this paper realizes MLPI imply all the units are homogeneous. Industrial technologies are not all the same, so the industry should be divided into several groups. Heterogeneity across group should be included in the Research framework. The paper selects the research method which can solve the problem of several groups and frontiers. That can be more accurate and more comprehensive to measure industry GTFP. It has certain theoretical value and practical significance. The main research contents include the following:(1) On the basis of related literatures of economics as a research start, this paper reviews and evaluates TFP’s essence connotation, evolution, method, and points the GTFP research achievements. Industry GTFP is improved on the basis of existing research. All those provide the theory basis for this paper.(2) Based on the study of existing GTFP, this paper finds that the previous research methods assume that all decision making units are homogeneous, which does not conform to the industry. So heterogeneity across group will be included into the research framework, and SBM direction distance function added the slack variables and Metafrontier Malmquist-Luenberger productivity index considered heterogeneity across group. Both are made a detailed introduction. Hence a research framework for the problem has been set up.(3) This paper regards labor, capital and energy as inputs, the CO2 emissions as the unexpected output, gross industrial output value as expected output, and measure and research China industry GTFP on a full range from 1995 to 2011. In addition, MML productivity index is decomposed into get change items, technical efficiency items and technology gap ratio changes items, which are also analyzed.lt is confirmed that during the past 17 years industry and three groups GTFP’s contribution to the economic growth made certain achievements.(4) It is analyzed comparatively by MLPI and Metafrontier MLPI. It is concluded that The results of this paper are different from Chen (2010). It shows that the heterogeneity across groups affects GTFP. The technology gap ratio change (TGC) included the MML decomposition can determine the group innovative industries and global innovative, industries. By comparison, this paper tries to explore a more scientific and more effective method, correctly to evaluate China’s industrial GTFP.
