With the high emerging environmental issues such as the shortage of resources, the escalation of pollution and the change of climate, human health and the sustainable development of our economy and society are under threat. As a high speed development in economy, our country has created a miracle in the world, but we are facing a more severe environmental situation than the rest of the countries. So in the "12th five-year" plan we put forward a national strategy for energy saving and emission reduction.As a pillar of national economic development, the rapid development of China’s industrial sectors is based on high input and is purchased with huge energy consumption and serious pollution of the environment. To solve those problems, it is imminent to transform the mode of economic development, and promote the transformation of green economy.Gradually it has become a hot academic research of total factor productivity including the energy and environmental factors. Based on the existing research, putting energy consumption and environmental pollution into total factor productivity accounting system framework, this article use the latest production frontier analysis tool SBM directional distance function and Luenberger productivity index to analysis Chinese industry green total factor productivity during2003-2010and then make clear industrial total factor productivity change regularity and trend of fluctuation. Finally, we provide valuable policy suggestions for Chinese industrial green transformation according to the study conclusion. The conclusions are as follows:the main reasons of the inefficiency of the industry environment are the inefficiency of total industrial output value and the inefficiency of energy input. Undesired outputs also have a great impact on the environment inefficiency; the higher values of Green total factor productivity are more concentrated in high-tech industries and the cleaning industry, the lower one are pollution-intensive industries. So there are suggestions:first, accelerate the elimination of backward production capacity; second, promote high-tech industry and cleaner production by taking more importance to scientific and technological innovation; third, Strengthen the technical and institutional innovation, then increase energy conservation and emission reduction efforts; last, optimize the industrial structure, speed up industrial restructuring and intensify structural adjustment.
