Study On Demonstration And Construction Of NFPP Effect Evaluation System In Yanbian Forest Region

The effective protection and scientific management of forests is one of the most important tasks for ecological environment construction and protection of our country currently. Therefor, Central Party Committee and State Council from a strategic perspective of sustainable development to carry out Natural Forest Protection Project. The implementation of natural forest protection project has made great achievements, but there are some problems, in order to solve the problems, it is necessary to summarize the implementation of Natural Forest Protection Project, and evaluate its implementation effect.Yanbian forest region is an important timber production base of our country, it plays an active role in the construction of the country, improving the ecological environment and regulating the climate. This paper will analyze the Natural Forest Protection Project implementation of Yanbian forest region, study and set up Natural Forest Protection Project implementation effect evaluation system of Yanbian forest region, and select Hunchun Forestry Bureau to conduct empirical analysis.This paper will analyze implementation theory of Natural Forest Protection Project, including the theory of forest resources value, theory of forest ecological system, theory of forestry classification management and reform and theory of coordinated development,it provides the theoretical guidance of studying Natural Forest Protection Project implementation and evaluation of Yanbian forest region.This paper analyzes the Yanbian forest region from four aspects,including natural conditions, socio-economic status, the status of forest resources and status of Changbai mountain forest group co., LTD, and study the Natural Forest Protection Project implementation of Yanbian forest region. Firstly, analyses the effect of the first phase of Natural Forest Protection Project, analysing its main results from six aspects,including Recovery of forest resources, structural adjustment, distributary of surplus staff and workers, workers’ income, forest environment and separation of social functions, and doing results analysis.Then analyses the effect of the second phase of Natural Forest Protection Project from nine aspects, including the overall thought and main task, the main problem, the key content, social security and construction of social public welfare system, the idea of industrial development, policy and funding, safeguard measures, benefit analysis and organization.This paper selects implementation effect evaluation indicators of Natural Forest Protection Project from three aspects of the ecological benefits, economic benefits and social benefits on the basis of analysing the implementation effect of of Natural Forest Protection Project of Yanbian forest region and in combination with methods of theory analysis, frequency analysis, and expert consultation, and then establishing Natural Forest Protection Project implementation effect evaluation system of Yanbian forest region. The system divided into4levels containing the total goal layer (1indicator), indicator layer of level one (3indicators), indicator layer of level two (12indicators) and indicator layer of level three (26indicators). For the evaluation methods, this paper takes Analytic Hierarchy Process to identify weight of indicators, and the evaluation value of indicators are obtained by normalization after got the actual value of indicators, eventually using the weighted arithmetic average method to proceed weighted sum by layers, get the comprehensive score, that is, the implementation effect of Natural Forest Protection Project. This paper determines the evaluation grade by referring to check and acceptance standards and assessment methods of Natural Forest Protection Project, as follows: comprehensive score at or above90points, excellence; comprehensive score at80-89points, good; comprehensive score at70-79points, medium; comprehensive score at60-69points, qualified; comprehensive score below60points, fail.This paper takes Hunchn Forestry Bureau as an example of empirical analysis to evaluate the implementation effect of its Natural Forest Protection Project from three aspects, including comparation of end of first phase and the period before implementation, comparation of preliminary stage of second phase and end of first phase, and comparation of preliminary stage of second phase and the period before implementation. The comprehensive score are81,85and89respectively, the evaluation grade is qualified. In it, the score of ecological benefit evaluation is70, the evaluation grade are all good.
