Natural Forest Protection Program was started in2000, aims to improve thebiological environment and promote the constant development of social economy byimplementing the development strategy of the forest and its managing concept in theNew Period. The Program has achieved good results since it has started, at the same time,it brings about some negative effect. On one hand,the financial incomes of the localgovernments and forestry enterprises decrease because of the implementation of theNational Natural Forest Protection Program, wages below the social average level;on theother hand, a lot of enterprise staff are facing the problems of unemployment and lifesupply. At the same time, the incomes of foresters decreasing, the economiccompensation absent and farmers are in poverty, the issue of people’s livelihood standsout. In order to safeguard wood safety, national ecological security, guarantee thestability of forest community, our country decided to implement the Second NaturalForest Protection Project since2011, and focus on solving the problems of people’slivelihood in Natural forest protection project area. The policies pay more attention topeople’s livelihood, aimed to resolve the relationship between people’s vital interests ofincome, employment, social security, resources and environment, infrastructureconstruction,housing issues, such as to achieve the harmonious and stable development.This paper takes the knowledge of economics and management as theoretical basis,ison the base of relevant academics’ existing literature,first of all,illustrates the topicselection background and the reality and theory significance of studying the people’slivelihood in western collective forest region, thus launches the research train of thought inthis paper. Then put forward the thesis relate to Natural forest protection project area,andexpounds the definition of people’s livelihood, established the main content of people’slivelihood problem research of this paper. It integrates3theories into this article:government responsibility, supply-side and the new public administration as the maintheoretical basis to find out the limitations and shortcomings of index system throughanalysising the current research situation of our country’s index system of people’slivelihood.According to the systematic,operability principles,select several indicatorsfrom six aspects: income, employment, social security, resources and environment,infrastructure construction, housing issues ect, and establish an index system about people’s livelihood issues in western collective forest region. Take yulong country as anexample, evaluate the impacts of the Second Natural Forest Protection Project on people’slivelihood, through the analytic hierarchy process (ahp) and the distance function modelevaluation method, so as to find out insufficient places of improving people’s livelihood,then provide reference for the smooth implementation of the second project.This paper argues that, should according to the resources characteristics anddevelopment of regional advantages to target to solve and improve people’s livelihoodproblems. Increase to implement the development ideas and strategy for employment,advocate carve out to create more employment opportunities; gradually speed up theestablishment and perfection of the social security system in order to achieve itssustainable development; strength the construction of infrastructure of forest region,safeguard the people’s quality of life; speed up the construction of affordable housing, inorder to create a good living environment. Only people’s livelihood problems in naturalforest protection project region have solved, can provide important guarantee for thesmooth implementation of the second project.
