Research On The Performance Evaluation And Promotion Countermeasures In Henan Province

Agricultural informalization is the basis and important part of national economy informalization. Henan province, as an important base of grain production and modern agriculture in China, is a significant demonstration zone where people explore the coordinate development of industrialization, urbanization and agricultural modernization without the sacrifice of agriculture and food, ecology and environment. Informalization, as the symbol and key of agricultural modernization in Henan, has been dominating the development of agricultural modernization in the province for some time to come. In recent years, Henan province has gained remarkable achievements in fields of rural information infrastructure construction, development and utilization of information resources, information services, institutional framework, team building, etc. and it has been playing an important role in promoting agricultural efficiency, increasing farmers’ incomes and developing rural economy. But there still exist some problems like the lack of integrated utilization of the carrier of agricultural informalization, the backward methods of collecting, organizing, and processing agricultural information, the defect of agricultural information dissemination and so on. Therefore, it has an important practical significance to research positively on the status of agricultural informalization in Henan and to put forward effective optimization policies.Based on the theories of information productivity, information market and informalization boosting economy, the thesis takes being scientific, operable, systematic, dynamic as principles and builds a target system evaluating the level of agricultural informalization in Henan. This target system includes five categories of first-class targets, which are the exploration and utilization of agricultural information resources, agricultural information infrastructure, the talent and population quality of agricultural informalization, the utility of agricultural informalization, the development policies of agricultural informalization, and14second-class targets, namely, the average radio broadcasting time per week, the average TV broadcasting time per week, TV coverage rate, radio coverage rate, the average number of computers owned by per hundred persons in rural families, the average number of TVs owned by per hundred persons in rural families, the average number of mobile phones owned by per hundred persons in rural families, the share of rural people with technical secondary school degree or above, the number of agricultural information workers, the number of agricultural inventive practical and innovative patent application, the number of agricultural inventive practical and innovative patent approval, the cost of agricultural science and technology, the share of agricultural expenditure in financial expenditure, the agricultural capital construction. Through building the evaluation mode of Henan agricultural informalization level, the thesis analyzes the infomationalization level between2005and2010with the targets above.The study shows that (1) in2005-2010, the Henan agricultural informalizaiton level show an overall upward trend, but the range is relatively small; the agricultural informalizaiton level is relatively backward and the results of agricultural informalizaiton construction are not remarkable;(2) the development of the exploration and utilization of agricultural resources and the development policies of agricultural informalization are the key reasons of increasingly promoting the Henan agricultural informalizaiton level, while the slow development of agricultural information talents and agricultural information utility has been the key obstacles of Henan agricultural informalizaiton development.With science and technology advancing so rapidly, the aagricultural informalization in our country is showing a good momentum of development and presenting the development tendency of the main body multiplication of information service, the standardization of channels of communication, the professionalization of agricultural application software, the virtualization of agricultural scientific research, the win-win of profit distribution, and the perfection of security system. Henan Province should actively adapt to the trend of the development of agricultural informalization, take a variety of ways to promote the construction of agricultural informalization, such as actively strengthen the agricultural infrastructure, optimize and improve the system of agricultural information resources and services, keep market play the role of allocation of resources, accelerate the promotion of agricultural information technology, expand agricultural information dissemination means and so on. Meanwhile, active policies should also be introduced, such as increasing investment in the construction of agricultural informalization, accelerating the construction of agricultural informalization system, improving the organization and quality of farmers, and optimizing market mechanism and government regulation, so as to fully upgrade the agricultural informalization level in Henan.
