After full studies of nature reserve development model and development status in China, a comprehensive and objective evaluation system of health tourism in nature reserves was build, based on a large number of theories and methods on the evaluation system of nature reserves in international background. We carried out case studies and verified it, taking Moranbong Forest Park and Xingkai Lake National Nature Reserve for example. At the same time we put forward related health tourism development strategies, pointed out the suitability patterns and development direction according to local conditions of Mudanfeng Forest Park and Xingkaihu National Nature Reserve. The main process is:(1) selecting the evaluation index then use the Delphi method combined with the analytic hierarchy process solving the judgment matrix to determine the weight of evaluation factor;(2) setting the evaluation index standard table;(3) applying the muti-classification fuzzy pattern recognition model and the non-structural decision-making theory to the program for comprehensive evaluation, which we could get the index member level of health tourism of natural reserve as well as the sub-items index value. This evaluation method not only considered the own conditions of evaluation objects and the evaluation results, but also combined with the evaluation of evaluators. Compared with the analytic hierarchy process, the evaluation method and the final results from the statistical process were optimized, which gave us more comprehensive and more objective understanding.60indicators were determined by repeatedly filtering, frequency statistics, expert consultation method and seminars et al, and the evaluation index system of nature reserve health tourism was established. Then we studied the factors listed in the evaluation system one by one, step by step, combined with the authorities for evaluation of these factors of past research results, through the analysis of related indicators, combining with the consulting experts, screening to determine the basic evaluation indexes of each subsystem of the corresponding evaluation standard, thus performed the quantitative or qualitative analysis.We processed expert advice using computer software, constructed judgment matrix by calculating the weight of each index in the performance evaluation of nature reserves, and analyzed the index weight. The results showed that the most important factor impacting the development level of health tourism industry in nature reserves is the health needs (65.8), the second factor is the travel conditions (16.8), then the tourism infrastructure (9.5), and the last one is the keeping in good health product (7.9). A nature reserve would be classified into four levels according to the health tourism index comprehensive evaluation score:excellent, good, medium, and bad. According to sub-items performance index score value, a nature reserve would be in three categories:hands-on nature reserves, output-oriented nature reserves and unbalanced nature reserves. The original60indicator elements were divided into35major indexes and25secondary indexes using the principal component analysis in SPSS software.Moranbong Forest Park and Xingkaihu National Nature Reserve were taken as case studies to verify this evaluation system. The health tourism comprehensive index of Moranbong nature reserve was7.14, which was a typical output nature reserve. Its propaganda and promotion should be strengthened, and the environment improvement and construction of tourist facilities should be done within the scope of the environmental capacity. The health tourism comprehensive index of Xingkai lake nature reserve was7.90, which was an experience-and output-oriented nature reserve. It should continue to maintain and prevent overdevelopment, and strictly control the interference degree in order to prevent environmental degradation.
