Currently, China is in the process of urbanization. It is well appreciated that theremarkable achievements have been made in the field of infrastructures, while there area lot of unsustainable phenomena in the construction process, attracting positivelyresearch on how to implement sustainable construction into the infrastructure projects.Sustainable construction highlights incorporating the principles of sustainabledevelopment into project activities of every phases, the decision making phase plays ancritical role in the implementation of sustainable construction as it is the foundation offollowing works of sustainable construction practices. However, in China, there aremany problems exist in the decision making phase which has been given insufficientattention, seriously affecting the sustainability performance of infrastructure projects.Project stakeholders are the goals of sustainable construction and the undertakers of theimplementation sustainable construction practices. Incorporating stakeholders into thedecision making phase will not only solve these existing problems, but also insure theimplementation of sustainable construction. Although the importance of stakeholderengagement in to sustainable construction has been well understood and the process ofstakeholder engagement has been constructed, there is still lack of methods for decisionmaking in the process of stakeholder engagement. Based on this, this research will drawthe idea of stakeholder management and focus on the decision making of sustainableconstruction of infrastructure projects with the aim to construct the model of decisionmaking of sustainable construction from the perspective of stakeholder engagement.The results of this research could provide useful references to improve theimplementation of sustainable construction of infrastructure projects.This research following the combinative idea of theory and practice multiplyingwith qualitative and quantitative, adopting methods of literature analysis, contentanalysis, questionnaire investigation, mathematical statistics and case studies,comprehensive resolve the related problems of decision making of sustainableconstruction in the infrastructure projects. The mains tasks are as following:1) The framework of sustainable construction decision making infrastructureprojects based on stakeholders. This part is the basement of this research. Firstly, sevenpoints of sustainable construction practices have been put forward for constructing thesustainable construction plan of infrastructure projects; and then, the necessities, characteristics and principles of stakeholder engagement have been demonstrated;finally, the framework of sustainable construction decision making has been constructedbased on the literature analysis, incorporating stakeholder identification and analysis,decision making and assessment.2) Identification and analysis of stakeholders in the sustainable construct ofinfrastructure projects. Firstly,13stakeholders in the sustainable construct ofinfrastructure projects has been identified; then, an integrated framework of stakeholderanalysis has been put forward based on the multi-dimensional classification; finally,adopting empirical research to analysis stakeholders in the sustainable construct ofinfrastructure projects according to the dimensions of the framework stakeholderanalysis. The results showed that there are notable differences between stakeholders inthe three dimensions, meanwhile the differences of these three dimensions are notremarkable in different types of infrasturucutr projects. According to this, thesestakeholders have been classified into four types: core stakeholders, critical stakeholders,dormant stakeholders and secondary stakeholders. The results of empirical research alsoprovide useful information to confirm the participant of decision making and theirdecision weights.3) Analysis the affecting factors of satisfaction of sustainable construction.Satisfaction is the rules of sustainable construction decision making for stakeholders.Firstly,16affecting factors of satisfaction of sustainable construction have beenidentified; and then, adopting comparative analysis to investigate the difference. Theresults showed that the difference not only exist in the different stakeholders but also inthe difference types of infrastructure projects. These results implied that differentstakeholders will endow different weights of these factors in different projects tomaking decision due to their different requirements to sustainable construction.4) Exploration the relationship between stakeholders and the implementation ofsustainable construction. Based on the dimensions of stakeholder analysis and the statusof sustainable construction, this research adopted structural equation to explore theirrelationship with the aim to reveal the affecting mechanism. The results showed two keypathway of this structural equation, that is resources risk satisfaction sustianableconstruction and power satisfaction sustianable construction. This result providetheoretical basement for constructing sustainable construction decision model.5) Constructing the sustainable construction decision making model based onstakeholders. After describing the characters, goals and decision information expression of stakeholders engagement in the sustainable construction decision making,incorporating the front research results, this research construct the sustainableconstruction decision making model based on stakeholders. This decision making modeladopted the results of the stakeholder analysis to construct the decision weights andadopted the satisfaction as the decision rules, according to the satisfaction analysis andconsistency analysis to select the final sustainable construction plan. Finally, thisresearch takes Xiaonanhai hydroelectric station as an example to verify the rationalityand operational of this sustainable construction model.This research finally constructed an operability sustainable construction model forinfrastructure project, which can provide useful reference to the implementationsustainable construction in infrastructure project. At the same times, the integratedframework of stakeholder analysis could resolve the drawback of multi-dimensionalclassification, providing a comprehensive and systematic tool for stakeholder analysis.However, this research also has drawback. Firstly, the large calculatedamount of thismodel which can be resolved by adopting computer technology to build decisionsupport systems; and then, the stakeholder analysis is from the perspective ofstakeholder and projects, future research could adopt social network to explore therelationship between stakeholder from these dimensions; finally, this research did nottake the project management model and project organization in to account, adjustmentshould be adopted when applied this decision model in specific projects.
