The Theories And Methods Of The County-level Land Rearrangement Planning

In the new situation of urban and rural development, in order to insist the most strict cultivated landprotection institution and land intensive use institution, protect cultivated land more effectively, stimulatedeposit land, remission land resource supply and demand contradiction, promote land resources reasonableuse and urban-rural social economic sustainable development, it is necessary to implement landrearrangement positively, distribute land resources reasonably, combine land, capital and technology,overall arrange human(farmer), industry and social economic activities. And land rearrangement planningis the foundational guideline of the implement of land rearrangement projects. With the speedydevelopment of social economic, the factors which affect land rearrangement plan become morecomplicate and dynamic, and the traditional planning theory and method cannot meet new demands of thenew development. Therefore, according to the new demands, it is important and necessary to begin andstrengthen the theory and method of land rearrangement planning.Under this background, based on the analysis of domestic and foreign theory and method, consideringland rearrangement planning practice, in the guide of the theory of systematics, economics, landscapeecology and decision, this paper took the county-level land rearrangement planning as objection toresearch the planning method which combines GIS technology and model method; took Cheng’gu countyin Shaanxi as research area to empirical study the new theory and method. According to the demand of theinformatization of land resource and the management of land rearrangement planning, this paper exploredthe method combining the theory, model and information technology, preliminary designed thecounty-level land rearrangement planning information system.The main research contents and achievements of this paper are as follow:1.This part analyzed the demand of urban-rural harmonious development for land rearrangementplanning, and summarized the land consolidation planning related theory and the present implications.Based on the proposal of the key content of land rearrangement in this period, this paper defined the landrearrangement planning related concepts, analyzed the basic principle, and researched the guidance of greysystem theory, control theory, landscape ecology theory, game theory and bounded rationality theory,system theory, economics theory, landscape ecology theory and decision theory to land rearrangementplanning, in order to make the planning more scientific and reasonable.2. Researched the methods of land rearrangement planning systematically. This part applied different methods to research each key problem in different periods. And this part also paid more attention to thesystematicness of the method and the operation of the practical application. Model method was the mainresearch measures, which applied system analysis method, statistical analysis method, comparison methodand goal programming method etc. to create different mathematical models to simulate the relationship ofland rearrangement and its social economic development. This method can insure the scientific, reasonableand dynamic land rearrangement planning, and provide the basic technology to the establishment of thecounty-level land rearrangement planning information system.3. Based on the research of land suitability evaluation method, this paper improved the excitingmethod-limit method and index sum method，and applied weighted index sum method under limitedcondition to respectively established the land rearrangement suitability evaluation method for agricultureand consolidation, rural construction land consolidation, land reclamation, and arable reserved landresource reclamation, and evaluated the suitability, which could provide scientific basis for capitalcalculation and scheme drawing of land rearrangement planning.4. Based on the traditional calculation method of rural construction land consolidation potential-percapital land estimation method, this paper created stepwise modified calculation model to modify the idealpotential of per capital land estimation method in the aspect of suitability and planning, which made thepotential more reasonable.5. Based on the traditional method, this paper applied grey multi-criteria decision model to evaluateland rearrangement planning schemes. This model can quantitative analyzes the weakness and strength ofeach scheme, which is helpful to choose the most reasonable planning scheme.6. Taking Cheng’gu county in Shaanxi as research area, this paper evaluated the suitability of eachland rearrangement type, divided suitability grade, calculated and classified the land rearrangementpotentiality. According to the aim of land rearrangement, this paper drew up three land rearrangementplanning schemes, evaluated the schemes and selected the best, then calculated the capital and efficiency.7. This paper analyzed the demand of the information system, classified, defined and layered theinformation of land rearrangement. According to the theory and method of land rearrangement, applyingArcGis9.3, this paper preliminarily designed systems to satisfy the requirements of the county-level landrearrangement planning, including general framework, function framework, current land use databasesubsystem, land rearrangement database subsystem, model database subsystem, planning subsystem,database subsystem, operation and management subsystem. The result shows that: land rearrangement aims should be comprehensively determined by theplanning level and the development of nature and social conditions of the region; land rearrangementshould follow basic principles of cultivated land protection and food safety, land intensive use, landecological civilization construction, full planning and full rearrangement，public engagement，and raisemoney through various means； the theory of land rearrangement should be strengthen, other theories-such as system theory, cybernetics, elastic planning theory, bounded rationality-should be introduced intoit to make land rearrangement more scientific, reasonable and dynamic; in the guidance of planning theory,according to the basic principles and main content, using the system method, different models should becreated to research related land rearrangement planning in different period, in order to make sure the landrearrangement is scientific, dynamic and can meet the demand of social economic development; empiricalstudy indicates that the theory and method of land rearrangement this paper proposes is scientific，reasonable and feasible.
