Air transportation system optimal planning and management relates to thescientific decision-making problems such as the civil aviation freight volume forecast,the route network, and air cargo space. This paper studies the dynamic change of civilaviation freight volume and future trends, and also optimizes routes in air cargomanagement, cargo flights and air cargo space. The study can effectively guaranteethe healthy and sustainable development of aviation and also provide important basison which the decision-making departments of air transportation enterprises couldmake development strategies.This paper, by addressing the current problems in air cargo transportation, aimsto analyze the following issues:⑴Air cargo transportation volume forecastFirst of all, by analyzing our country civil aviation freight volume and the data ofits influence factors, this paper makes use of multiple regression model and grey GM(1,1) model respectively to do individual projections for sample data. Based on theresult, the induction order and harmonic weighted average operator (IOWHA) areintroduced in combination to make prediction. Then, based on the IOWHA operator,an improved IOWHA operator combination model is put forward, taking intoconsideration of the correlation coefficient and IOWHA, defining the connotation ofthe optimal combination forecast, comparing the advantages and disadvantages ofalgorithm and realizing the civil aviation freight volume forecast precision, thus to laysolid ground for further exploration on the route network optimization, the freighttime optimization and air cargo space optimization research.⑵Flight routes optimizationThe first phase of the research focuses on dividing airspace by using the growthfactor method to select the related factors to forecast the regional aviation cargotransportation demand. Based on the result of airspace division, the second stagebuilds base year O-D table, using Fratar method to predict the distribution of capacity among air cargo service areas. The third stage adopts Logit model to establish theutility function of aviation freight volume in the prediction of the domestic share. Thefourth stage, through analyzing the routes network of a domestic air cargo company,makes plans for the routes network of the company at the end of the “12th five-yearplan”, by using the growth factor method to predict the route capacity distributionaccording to the company network, shedding light on the direction of the routenetwork adjustment and improvement.⑶Air cargo flight schedule optimizationFor the purpose of enhancing the owner’s service quality, this paper, based on thefreight market demand and freight frequency and cargo flight frequency, puts forwardfreight delay cost calculation model through opening up the sources on the freightbusiness, analyzing delay problems in air transportation. In the case of minimumdelay cost, target function and constraint conditions are set to establish the flightfrequency and time optimization model. This model is finally implemented in a cargoairline route, by using the MATLAB software to program, running the flightfrequency and time optimization results of the route, in an attempt to turn out the bestbenefits for the air transportation enterprises and realize the rational allocation of airtransport enterprise resources as well as the service quality improvement.⑷Air cargo space optimization control researchThis paper analyzes the main characteristics of the airfreight, based on which theresearch contents of air cargo revenue management are discussed in depth. The basicprinciple of recallable system and the feasibility and importance of recallable systemimplemented in air cargo are analyzed; recallable system of air cargo space controlmodel is built based on the concept of air cargo space classification; comparativeanalysis is made of revenue change between recall system space control, traditionalspace control and promotion of space control. The result proves that airlines caneffectively increase the income by implementing recall system.Taken together, this paper, based on the forecast, focuses on air cargotransportation optimization and analyzes routes network, freight flight schedules,cargo space issues in-depth in meso, micro and macro levels respectively, providing agood reference for airlines in terms of cargo revenue increase and prompting a healthyand sustainable development of China’s air cargo transportation industry.The innovative points of this paper are as followed:⑴An improved forecasting combination algorithmBased on induced ordered weighted harmonic averaging (IOWHA) operator, thispaper put forward an improved IOWHA operator combination model by combiningthe correlation coefficient and IOWHA, defining the connotation of the optimalcombination forecast, verifying the feasibility and rationality of the IOWHA operatoroptimal portfolio model based on correlation coefficient, confirming its efficiency in improving the prediction accuracy and reducing risk prediction.⑵Route network optimization based on capacity allocationDrawing on and by means of four-phase, Fratar method and Logit utilityfunctions, this paper focuses on one domestic air cargo company and implemented thedivision of cargo service area, the prediction of traffic generation forecast, the servicearea distribution, the share prediction and forecasting capacity allocation and finallyputs forward air cargo route network optimization strategies based on the capacitydistribution.⑶Cargo flights schedule optimization model based on the minimum delayDelayed calculation model is established on the premise of the overall networkoptimization. Based on the minimum delay case, flight frequency and scheduleoptimization model is set up, providing a simple, feasible and effective measure toimprove the economic benefits for air transportation enterprises.⑷Cargo space optimization control model based on recallable systemThis paper further studies air cargo transportation optimization operation fromthe cargo space perspective. The recall of cargo space can be regarded as a new kindof undifferentiated products for sale. The discussion on the model of air cargo spacecontrol based on recallable system prove theoretically the introduction of recallablemechanism in the off-season can enhance company revenue, verifying the impact ofrecallable system cargo space control on the increase of revenue compared with theconventional cargo space control and promotion cargo space control, improving theair freight revenue theory. The study also has implications for other industries.
