Study Of The Optimization Of China's Air Cargo Industry Operation Mode

In order to improve the service efficiency, service quality, and the whole competitive superiority of China's Air cargo industry, this paper researches on the operation mode optimization of China's Air cargo industry. The aim is to regulate the responsibility, right and interest of each role in air cargo industry, reform the disadvantage of the exist mode. First, based on the analysis of the current and trend, opportunity and challenge of China's Air cargo industry development, major problems of exist mode are analyzed. The later content focuses on these problems. Second, after the respective research of operation level, management level and law level, the whole structure mode of air cargo system is constructed. Third, after the analysis of the disadvantage of current price system, a thorough investigation of the multi-price and multi-cabin pricing control system is made. Fourth, based on the multi-agent theory, a new theory about the combination method of preponderant resources is presented. Finally, the paper studies the reform of air cargo liability insurance mechanism in order to lower the risk of freight compensation responsibility of respective carriers.This paper compares the management of air cargo system with that of ocean shipping system. It also compares the price system of air cargo with that of air passenger transportation. The aim is to optimize the operation mode of air cargo based on the successful experience of their development. The major innovation of this paper is as follows:(1) It researches the air cargo system from operation level, management level and law level, improves the classification of principal part, regulates the responsibility, right, and interest of each role, and builds the new system structure mode.(2) It endows the air waybill with ownership warrant on the character of B/L's, and also discusses the transferring process of negotiable electronic air waybill.(3) It comes with the idea of using the successful experience of maritime court for reference, recommends establish special air court to perfect air justice system.(4) It introduces the multi-price and multi-class management theory of air passenger transportation to improve market-directed pricing system of air cargo.(5) It suggests to learn from the ocean protection and indemnity (P&I) insurance, establishes air logistics P&I club to reform the liability insurance mechanism of air transportation.
