There was an important change in the field of Management Philosophy from1990s,thatkinds of organizations became to focus their development direction on their core business inorder to enhance the organization competition and promote their marketing penetration. Formore efficient competence,organizations should retain those businesses which they are good atbest and those can increase the organization value. On the other hand, organizations should knowhow to improve on those businesses that they are not good at. During the process thatorganizations focus on their core business, it became a common choice of most kinds ofenterprises that outsourcing the non-core business to organizations which can do thosebusinesses professionally. Then, IT outsourcing was becoming an important mode of informationgovernance.It’s an important academic and practical issue to study the IT service capabilities structureand evolution process from the perspective of IT outsourcing service providers. Based on theamalgamation of Resource-Based Theory(RBT) and Dynamic Capabilities Theory(DCT), usingmulti-theory cross linked research methods(such as literature research, theoretical analysis,business model construction and analysis, interview investigation and empirical researchmethod),the dissertation deeply analyzed the construction elements and their relationships of theIT Outsourcing Service Capabilities(ITOSC) model, and built a multi-theory analyzing frame ofservice capabilities. Then the dissertation mainly studied the enterprises IT outsourcing servicecapabilities constitutional model and the capabilities differences among the different sized IToutsourcing service enterprises by the means of empirical research method. The dissertation wasdivided into five parts.The first part includes the introduction and the literature research. The introduction mainlyanalyzed the development status of the IT service market and the competence status of IToutsourcing service in China. And put forward the viewpoint that the IT outsourcing capabilitybuilding is the key of promoting the outsourcing competency of enterprises in our country. Thepart of literature research firstly analyzed the concept, service contents and filed of serviceoutsourcing based on the concept and evolution of outsourcing; secondly, this part analyzed thedevelopment route of IT, from which we explained the inevitability of the emergence of IToutsourcing; thirdly, summarized the origin, development status and mode of IT outsourcing;finally, this chapter made a statistic and comparable analysis about the IT outsourcing literatureand made clear the skeleton and main issues in this research field. The second part of the dissertation is the third chapter. At first, this chapter defined theconcept, intention and extension of IT outsourcing and IT outsourcing service capabilities, thendiscriminated the concept between IT outsourcing service and IT service outsourcing, andexplained the structure of IT outsourcing service capabilities. Then, on the ground of theResource-Based Theory (RBT) and Dynamic Capabilities Theory (DCT), we constructed thedouble-theory analysis frame of the ITOSC. Finally, this chapter put forward the ITOSC analysisframe based on the business flow model, analyzed the key node of the business flow from theperspective of the IT outsourcing service provider’s business process, and take the key capabilityof the key node as one dimension of the ITOSC model.As the third part of the dissertation, the forth chapter’s main task is theory construction.There are four steps in the process of construct the ITOSC model. The first step made a literatureanalysis about ITSOC and obtained the elements matched relationship chart via match researchabout those elements. The second step, on the ground of interviews with eight IT outsourcingsenior executives, proved the elements match chart and put forward the business process modelof the IT outsourcing service providers and their capabilities of key process node. The third step,constructed the ITSOC model via synthesizing the best practice system of IT outsourcing serviceproviders’ evaluation, elements of the ITOSC from other researchers and the ITSOC elementsthat we discriminated from the actual business process.The forth part of the dissertation is the fifth and sixth chapter, that mainly carried out anempirical research about the ITSOC model as the forth chapter constructed. Based on a scientificand rational process of investigation and research, we designed a questionnaire that includes fourparts. Taking the distinguishing feature of our research and the difficulty of the questionnairecollection into account, we chose the investigate objects from the personnel as IT outsourcingproject executives and their seniors to fill the questionnaire. Using SPSS statistical analysismethods, the data was analyzed to improve the research model, and then formed the formalITSOC model.The fifth part of the dissertation includes the last two chapters, which analyzed theevolution of the ITSOC model, summarized the whole dissertation and looked into the future ofthe related research. In the research of the elements evolution, the evolution relation, evolutionroute and mechanism was extracted from the differentiation and relation charter,which wasbased on the analysis of differentiation among the ITSOC elements structure and the capabilityfeatures of different sized enterprises.The main contributions and innovative points of the dissertation are as the following fouraspects. (1) On the aspect of theoretical research, the dissertation put forward a new analysis frameof ITOSC and especially extended the IT outsourcing research field from the perspective of theIT outsourcing service providers, based on the business process theory, combing the RBT andDCT, and making a deeply discrimination and analysis about the ITSOC elements.(2)By the means of interview and case study, the dissertation summarized the commoncharacters of the IT outsourcing service providers’ organization and their ITOSC elements. Andthen a four phased ITOSC process model was figured out based on the probing into IToutsourcing service providers’ business process.(3)The ITOSC model was an achievement of the combination of theory and practice, as itwas built not only on the ground of the definition of ITSOC elements from the research filed, butalso based on the need of the business process key node in the IT outsourcing service practice.(4)The last contribution of the dissertation was that it discriminated the ITOSC of diverssized enterprises and mined the relations and evolution of the capability constitute.
