Along with the development of the global information network, a large number of international companies rapidly rise, layout of the international market actively to overseas investment, accelerated the further integration of the world economy, the world trend of economic integration has strengthened. Before twentieth Century, the degree of internationalization of Multi-National Corporation is low, itself bears most of the production process, only transfers a little of the processing and assembling sectors to developing countries and emerging industrial countries which have the advantage of labor-intensive industry; after the 90 s of the century, the Multi-National Corporation began to transfer manufacture process and after-sales service out extensively, retaining only the part of the core science and technology R & D and marketing, making the product, labor, technology and other factors of production to achieve the free flow. Since twenty-first Century, the developed countries adjust the industrial structure in the new stage; the international industrial transfer has shown new characteristics and trends. First of all, in the new round of international industrial transfer, due to the driving of international competition and economic globalization, industrial transfer is no longer affected by specific flow and regional restrictions, looking for the best investment location but in the global scope. Industry transfer has also changed from developed countries to developing countries. The mode changed from one-way-transfer into multi-transfer. The scale of the international industry transfer rapidly expansion, transfer speed is accelerated too. Secondly, the way of international industry transfer is also increasingly diverse, break through the single direct investment and equity arrangement, project outsourcing has become a new way of transfer, transnational mergers and acquisitions, mergers, acquisitions and non-equity arrangement has become a new investment way. Finally, to strengthen the international industrial transfer structure trend, industrial transfer has changed the focus from manufacturing industry to service industry. With the development of the western developed countries transition from industrial economy to information economy and knowledge economy, the structure of international industry transfer is also showing a trend of height. Process of manufacture industry in developed countries to developing countries is nearing an end, service industry has become the new hot spot of industry transfer. But what at the same time should also be paid attention is, since 1980’s,along with the deepening of international industry transfer, the world pattern of manufacturing industry has greatly changed, a prominent characteristic is the developed countries experienced "Deindustrialization" process, the labor force shifts rapidly from the first, the second industry to the third industry, the manufacturingsector accounted for the proportion of their GDP decreases continuously, and transferred to the newly industrialized countries, developing countries in particular Chinese manufacturing industry quickly raised. But the international financial crisis forces the world to re-examine the economic growth mode of the past. Developed countries ignored manufacturing industry, which has economic "blood" function, excessively dependences on the virtual economy which take financial industry as a representative, which being an important reason for the outbreak of the international financial crisis. Realized the danger of excessive out of manufacturing entity,American, Britain Japan and EU countries have started from "Deindustrialization" to "Re industrialization" process, introduction strong policy to revive manufacturing industry. The developed countries’ "Reindustrialization" strategy is bound to affect the global industry especially for the distribution of manufacturing activity space, and national economic structure adjustment. In fact, the new round of manufacturing war involves countries system design, technology research and development, production and operation environment, the quality of the labor force, infrastructure, etc.. Changes in the global manufacturing industry has a great influence and effect on international industry transfer.Since 1868 when the first Multi-National Corporation established, the development of Multi-National Corporation generally experienced four phases:production and rise development, slow development stage, the Renaissance expansion phase and globalization. With the prosperity and growth of the Multi-National Corporation, the international industry transfer corresponding experienced four transfer waves in larger range. This time consistency of international industrial transfer and the Multi-National Corporation development specifically performance that, the rise of the world’s Multi-National Corporation occurred in the late stage of the first wave of international industrial transfer. About in the mid nineteenth Century, most of the European countries and America has completed a preliminary industrial revolution. To the end of nineteenth Century and early twentieth Century, capitalism enters into the monopoly stage, capital greatly development up, then began to appear a few Multi-National Corporation, whose birth belongs to the background of international industry transfer. During the First and Second World War, countries engaged in the war, both international industry transfer and Multi-National Corporation aren’t showing a greater development. After the war, with the development of American into the world’s first big country, the second international industrial transfer tide began. At the same time, the Multi-National Corporation also obtained great development, Multi-National Corporation and industrial transfer of this stage began to show complementary characteristics; Then, in twentieth Century 70 s to80s, Western Europe and Japan’s economic development, Multi-National Corporationalso rapidly raised, industrial transfer pattern turn into multi-polarization development, and has spawned the development miracle of Asia’s "four little dragons", the global nature of merger has become a leading. From the view of the world, every international industrial transfer has accelerated the industrialization process of undertaking countries’ international industrial transfer. Industrial countries involved from the initial of Britain and the United States, Japan, Germany and other developed countries extended to developing countries, especially the fourth tide of international industrial transfer, industrial undertaking is mainly Chinese mainland area, with its vast market attracted a lot of investment from Japan, Europe and America, causes the manufacturing industry rapidly developed. It can be said that, the behavior of undertake the fourth time international industrial transfer laid the Chinese’s international statuses the world’s manufacturing power. The development model and transfer experience from other countries’ industry internationalization have provided valuable reference for us. Through combing the industrial transfer process of developed countries such as Britain, Japan and developing countries such as South Korea, India, forming the historical context about the internationalization of enterprises and foreign industrial transfer, which has produced profound influence on China’s industry transfer in the industrial structure, production technology, management and policy system and other aspects, and provides a valuable reference. After China’s accession to the WTO in the end of 2001, the domestic market is more open, the sustained rapid economic growth has brought huge market space,China’s attractive to international industry has been further enhanced. In recent years, due to the development of Chinese economy and labor level, the comparative advantage of labor-intensive industry in China gradually disappear, so how to locate the development of our country in the international industrial transfer position on China’s industrial structure adjustment and the new economy has important meanings.Since twenty-first Century, China economy joined the world economic system with hitherto unknown speed, made an important contribution to the development of the world economic system.
