Fiberboard industry is an important industry which covers a shortfall in the wood supply and avoids deterioration in ecological environment in China. This industry, utilizes recyclable resources, featured by identical producer and analyzer, rare bi-product, and simultaneous high level of pollution and energy consumption. Therefore, the industry is vital in comprehensively utilizing forest resources and wood waste. It is very important to study on the recycling economic transformation of the fiberboard industry, which can help solving the problem of ecological environment deterioration and promote the development of recycling economy for the whole forestry.The recycling economic transformation of the fiberboard industry has two core problems:one is lack of a pattern of recycling economy suitable for the industrial features, resulting in loss of direction and target in transformation; the other is low and unstable profitability in current recycling enterprises, so most enterprises have no desire or motive to transform. Aimed to these two core problems, this paper covers the research on target, motive, systematic risks, and policies in the recycling economic transformation of the fiberboard industry.The first is research on target patterns in the recycling economic transformation of the fiberboard industry. Based on some relative theories and the industry features, this paper begins with the manufacturing techniques, industrial ecological system, and industrial geographic layout, and establishes a pattern of recycling economy in micro-, medium and macro-levels of the fiberboard industry.The second is research on motive in the recycling economic transformation of the fiberboard industry. Based on the theory of development motive of recycling economy, this paper analyzes the inner and outer motives in the recycling economic transformation of the fiberboard industry, evaluates their consequences and effects, establishes a set of criteria for recycling economic enterprises in the fiberboard industry and transformation costs, applies microeconomics to analyze the market conditions for a motivated enterprise for transformation, and discuss the points for intervention when the market conditions are not satisfied.The third is research on systematic risks in the recycling economic transformation of the fiberboard industry. This paper identifies the risks affecting the stability in transforming profitability. Then, taking the industry as a whole, it analyzes the systematic risks in the recycling economic transformation of the fiberboard industry. Lastly, this paper integrates the theory of industrial cycles and population in industrial ecology, applies the relative criteria, Gompertz Curve Model, and Logistic Curve Model to evaluate and forecast the systematic risks in the recycling economic transformation of the fiberboard industry, and discovers the causes for the risks.The fourth is policy suggestion. This paper applies microeconomics to analyze the impacts of mandatory policies and guiding policies on the recycling economic transformation of the fiberboard industry and the direction of policy selection, and proposes policy suggestion with the problems in recycling economic transformation of industry.The paper concludes as the following:First, the recycling economic pattern for a fiberboard enterprise includes three levels: on the micro level, grounded on manufacturing techniques, it can realize recycle of resource and zero discharge of waste through recycling of waste fiber after consuming, or retaking of waste to original manufacturing process or other process during production. On the medium level, according to resource endowment, transportation cost, target market, resource scale of waste and other factors, we can establish three types of recycling economic patterns, and realize comprehensive utilization of wood waste in industrial ecology and zero discharge of pollutant. On the macro level, by the effective connection of production and consumption, we can realize the comprehensive recycling utilization of fiberboard products and wood waste in the whole society and zero discharge of pollutant.Secondly, profit is the primary motive for the recycling economic transformation of the fiberboard industry. Comparing the prices and sales volume at the common breakeven point before and after transformation, and considering the market price and actual sales volume of fiberboard, the market conditions for transformation are:(1) Market price is higher than or equal to the price at the common breakeven point, and the sales volume is bigger than that at the breakeven point. (2) Market price is lower than the price at the common breakeven point but higher than unit variable cost after transformation, the sales volume is bigger than that at breakeven point after transformation, or, the sales volume is smaller than that at breakeven point after transformation, but bigger than that at the common breakeven point, and the enterprise can recover part of the fixed cost before transformation, and has no other projects with higher ROI.Thirdly, systematic risks in the recycling economic transformation of the fiberboard industry are primarily reflected in market risk. We can apply a comprehensive evaluation method based on the feature of industrial cycle and Gompertz Curve Model and Logistic Curve Model, to evaluate and forecast the systematic risks in the fiberboard industry, respectively. As is shown in the analysis results under the two methods, systematic risk in the recycling economic transformation of the fiberboard industry is considerably high.Fourth, government is suggested to focus on the net losses of social welfare and social efficiency of transformation, and choose the policy combination with lower total social cost according to the absolute value and the comparison of them to environmental cost and transformation cost.
