Research On Stakeholders Behavior Decision Making Of Waste Electrical And Electronic Equipment Considering The Target Responsibility Of Recycling

Waste Electrical and Electronic Equipment management is a hot environmental issue worldwide.As an important environmental management policy,Extended Producer Responsibility has achieved remarkable results since its implementation in the electrical and electronics industry in China.However,problems such as frequent illegal dismantling by irregular forces and incomplete commitment of extended responsibility have greatly reduced its implementation effect.The target responsibility of recycling jointly initiated by the three ministries and commissions provides a new opportunity for the electrical and electronics industry to effectively implement the Extended Producer Responsibility and realize the green and low-carbon development.Under the "dual carbon" policy,how the stakeholders of Waste Electrical and Electronic Equipment cooperate togather to jointly promote the implementation of the target responsibility of recycling has become an important issue faced by the industry in the process of further implementing the Extended Producer Responsibility and achieving sustainable development.Therefore,based on the idea of collaborative governance,using the evolutionary game,the behavior decisionmaking of stakeholders of Electrical and Electronic Equipment in the action of the target responsibility of recycling are discussed from the whole process of participation and implementation in this paper.And it tries to provide decision supports for realizing the collaborative participation of all stakeholders and promoting the implementation of Extended Producer Responsibility.The key contents covered are as follows:(1)Decision-making analysis on the participation of the target responsibility of recycling from the perspective of external stakeholders.Considering the role of the thirdparty organization,a tripartite evolutionary game model is constructed.This section studies the cooperative participation strategy selection of government,third-party organizations and production enterprises in the initial stage of the implementation of the target responsibility of recycling.The boundary of three stakeholders’ strategic choices and the conditions for achieving ideal equilibrium are obtained.And the influence of related factors on the stable results of system evolution are explored.(2)Decision-making analysis on the implementation of the target responsibility of recycling from the perspective of supply chain members.Taking responsibility sharing into consideration,trade-in and information sharing are regarded as the research breakthrough points to implement the action the target responsibility of recycling,and the corresponding evolutionary game models are constructed.This section studies the strategy choice of cooperative implementation between responsible enterprises and sales enterprises,as well as responsible enterprises and recycling enterprises.Through evolutionary stability analysis and numerical simulation analysis,the conditions for realizing the cooperative participation of supply chain members are obtained,and the influence of related factors on realizing the ideal stable equilibrium are explored.The results show that the ideal equilibrium state of government leading,third-party organizations and production enterprises actively participating can be achieved when certain conditions are satisfied in the initial stage of implementation.Among them,the government plays an important role in the implementation of the target responsibility of recycling.The government’s incentive policies in different situations have different degrees of positive impact on the participation behavior of production enterprises.And the active participation of third-party organizations can effectively improve the participation of production enterprises in the target responsibility of recycling.The profit of competitive advantage after enterprises’ active participation will obviously affect the stable result of system evolution.In the process of implementation,the stable result of the system evolution of the responsible enterprise and the supply chain member enterprises may be that both parties participate or not.Among them,the responsible enterprise,as the core member in the supply chain,its active participation behavior can effectively transmit the government’s preferential policies to the rest of the supply chain member enterprises,and promote the evolution of the system to the ideal stable state.The cooperative participation behavior of sales enterprises and recycling enterprises can effectively improve the implementation level of the recycling target responsibility of responsible enterprises and reduce its implementation difficulties.Besides,their cooperative participation behaviors also help to realize responsibility sharing and jointly promote the development of the industry.
