Study On The Evaluation Of The Sustainable Development Capacity Of Urban Conventional Public Transport Enterprises

Sustainable development has become the main theme of the present era, and transportation as the major role of energy use and emissions are considered as focal areas to urgently need to enhance the sustainable development capacity. Our country is in a period of rapid urbanization and motorization, traffic congestion, environmental pollution, land and energy shortages and other "urban disease" are growing in intensity.priority development of public transport with energy and land-saving and pollution and congestion-reducing benefit is an inevitable strategic choice of China,achieving sustainable development is an inevitable demand of the environmental protection times for the public transport. However, with an overwhelmingly dominant position in the city’s public transport system of china, conventional public transport has problems of sustainable development capacity being not strong. Evaluation of sustainable development capacity can help urban conventional public transport enterprises to clearly identify themselves’ advantages and disadvantage in sustainable development, thus in a green manner provide a high level of public transport services to the public.attracting more people to choose conventional public transport enable enterprises to achieve win-win results of social, economic and environmental benefits. The evaluation can also operate effectively energy saving, emission reduction and sustainable developments of urban traffic field.Green public transport with its effects of window, demonstration, publicity and education, improve sustainable development capacity of urban. Therefore, research on the evaluation of sustainable development capacity of urban conventional public transport enterprises has higher theoretically and practically value.Firstly, this paper, refering to theory of the green value chain, the service profit chain, the stakeholder and the sustainable development, proposed concept model of cultivating sustainability about urban conventional public transport enterprises. Then according to the model’s 6 process steps, established content modules and hierarchy of evaluation index system of urban conventional public transport enterprises’ sustainable development capacity.Second, for 6 items connotation modules of evaluation index system,totally seted more than 70 items evaluation indicators,made its calculation method and evaluation standard of 5 levels based on urban conventional public transport enterprises’ classification.Again, tried to building composite osculation value evaluation model on urban conventional public transport Enterprise’ sustainable development capacity.basic idea was stated as follows:methods of integrated index,fuzzy integrated evaluation and integrated scoring were used respectively in evaluation of 3 criterions that green passengers praise degrees, employees satisfaction degrees and policy support degrees.Osculation value method were used in evaluation of 4 partial goals that green service capacity, green economic benefits, green environment benefits and green social benefits respectively.Osculation value method was used again in evaluation of overall goal that sustainable development capacity to obtain results. Then, grey clustering model, which had maturely applied to evaluation of public transport field, was choosed as testing model to again obtain 3 levels’ evaluation results. Then,methods of cronbach’s alpha coefficient, kendall’s w concord coefficient and other verified the consistency and accuracy of evaluation results.Next, the evaluation model of composite osculation value and grey clustering and the validation methods were used in evaluation of Henan Province’s A City, B City and C City bus companies’ sustainable development capacity. Conclusion showed that evaluation results of two model attain higher consistency and match industrial evaluation results,composite osculation value evaluation model of urban conventional public transport enterprises’ sustainable development capacity is scientific and feasible. Sustainable development capacity of three bus companies belong to poor grades, from superior to inferior sorts are B City, A City and C City.Finally, Suggestions to promote three urban conventional public transport enterprises’ sustainable development capacity were put forward below:now readjusting by shooting the arrow at the target, impleenting human-oriented strategy, adopting tactics of giving consideration to both software and hardware and converging policies power.
