Based on Marx’s theory of capital and combined with the reality of contemporary development, this paper analyzes connotation, classification, characteristics, intrinsic properties and the operating process of knowledge capital, and further establishes the basic theoretical framework of knowledge capital. It proposes that theoretical research on knowledge capital is a new research branch of Marx’s theory of capital, which defines knowledge capital as knowledge transformed through a capitalized process.In the transformation process of knowledge into capital, knowledge enters into the circulation of material goods’production and exchanges as a type of capital, generates value and add-value and then realizes capital turnover.Under the mentioned theoretical framework and by taking knowledge capital of scientific institutions as the research subject, this paper firstly analyzes compositions, carriers, formation mechanism and the way to achieve accumulation and add-value of knowledge capital, and then puts forward effective ways of expanding scientific institutions’total knowledge volume to promote science and technology (S&T) innovation and enhance the core competitiveness of scientific institutions. This paper deems that knowledge capital of scientific institutions includes human capital, technology capital, management capital and relation capital. The use-value of scientific institutions’labor is embodied by formation and operation of knowledge capital during knowledge production. The scarcity, exclusiveness, intangibility and high-value of knowledge capital determine that acquiring knowledge needs time cost and transaction cost. The formation mechanism of knowledge capital is as follow: origina knowledge turns into new knowledge through integration, reconstruction and integration, then following internal and external transformation, becomes knowledge capital and generates value. Scientific institutions ability to obtain external knowledge, is the key factor infuluencing knowledge acquirement, organization and innovative capabilities. Therefore, scientific institutions can achieve excessive surplus-value through consumption or laboring, in which the value the labor condensed in the commodity is greater than the value of labor itself.According to operating rules of knowledge capital and characteristics of scientific institutions, and based on the theoretical and research analysis above, this paper uses existing experience home and abroad for reference, starts from China’s actual situation and finally establishes a specific verified evaluation model for scientific institutions by upholding the principles of foreseeability, marketization, risk-coexistence and weighting. Such a nodel includes 4 first class indexes and the second index of 28. It takes methods of expert scoring, comparison and systematic evaluation, provides a comprehensive calculating formula for scientific institutions’ knowledge capital and realizes evaluating of scientific institutions’human capital, technology capital, management capital, relation capital and total knowledge capital volume, so as to effectively evaluate scientific institutions’knowledge capital.To verify the practicality of the model, this paper takes a large local scientific institution as an example, to evaluate its affiliated institutes. The result shows that the empirical result and the sample units’reality match each other approximately, which verifies the validity and usefulness of the model. Based on the results of model-verification, this paper gives some advice on enhancing total knowledge capital volume and core competitiveness of scientific institutions, thus providing guidance on scientific institutions’development and management.In summary, based on Marx’s theory of capital and combined with the reality of contemporary development, this paper makes a thorough analysis of knowledge capital of scientific institutions, which is the convergence zone of knowledge capital and birthplace of S&T achievements, demonstrates the knowledge capital evaluation model of scientific institutions which in turn clarifies the dynamic mechanism of scientific institutions’innovation and development and probes the effective way of enhancing total knowledge capital volume in scientific institutions. In future, only by enlarging total knowledge capital volume can scientific institutions seize core resources, stands fierce competition and promote the vitality of the first productivity--science and technology.
