As an agricultural country since ancient times, China faces the problem that the rural labor force accounted for the vast majority of total labor force. At lower levels of productivity, the surplus rural labor force is relatively small, relatively subtle. However, with improved productivity, the rural surplus labor force increases obviously with rapid speed. Moreover, both of the industrialization and the modernization process also must be accompanied by the transforming of rural labor force, and it has become an urgent problem and key issue to promote the transferring of rural labor of China’s rural economic research. Compared with other countries, the transferring of rural labor issues is not only universal but also special.From 2004 to 2015, twelve central "document" marks the introduction of the previous government on the "three rural" issue attention. In particular, China’s economic development from the previous high speed into the new normal in rapid development. Under this new normal circumstances, rural labor transferring presents new features in the period of economic development. As a result, main efforts focus on how to promote the high-speed transferring of rural labor, under current social development stage of China.This thesis is to make deep research on both of the economic development of rural labor transferring and the empirical analysis of rural surplus labor transfer theory. Using a theoretical analysis and empirical analysis, qualitative analysis and quantitative analysis methods are conducted. Aimed to provide theoretical guidance for governments and relevant departments, when developing rural labor transfer policy. Specifically, this paper is divided into six chapters: the first chapter of rural labor transfer theory, the concept and the domestic and foreign scholars from rural labor transfer of rural labor transfer theory for thesis writing three analyzes the theoretical basis.The second chapter mainly discusses the historical process of China’s rural labor transfer, the current situation and cause analysis of three aspects. First expounded the background of China’s rural labor transferring and the development of this process before and after the reform and opening-carding. Secondly, the overall situation of China’s rural labor transfer is summarized, including detailed analysis of the number of rural labor force, the quality of employment conditions and characteristics of rural labor transferring. Finally, reasons for China’s rural labor force are analyzed from various dimension including economic, political, social and labor factors of these.The third chapter analyzes the development of China’s rural labor transfer effect. And analysis is conducted on the effects of industrialization and modernization of agriculture together with urbanization effects. In fact, there exists differences on the role playing by rural labor transferring between cities and rural areas, but both of the rural labor force and rural industrialization bring some positive effect. Moreover, the positive effect brought by rural modernization and urbanization is more obvious. However, it will produce adversely affect to over-transfer the rural labor force, for example, the lack of rural and urban labor. At present, China’s active role in the transferring of labor force shows much more positive effect than negative one, so it should vigorously strengthen the transferring of rural labor, rural and urban co-ordination.The fourth chapter makes deep research on the relations between China rural labor transferring and economic growth using an empirical analysis. Additionally, main factors affecting rural labor transfer come from existing policy, institutional, and rural labor for their own reasons. And this paper takes the Xi’an economic effects as an example from the perspective of rural labor transfer econometric analysis, specifically the transferring of rural labor income growth effects on resource allocation effects as well as the transfer of rural labor. Statistics found by rural labor transfer of resources reconfigured, can significantly promote local economic growth. Rural labor transfer can effectively increase the per capita net income of rural residents.The fifth chapter analyzes the problems and labor transfer mode experience of foreign labor force, by analyzing the experiences of developed countries to provide reference for China’s rural labor force.Chapter VI gives several suggestions in order to solve China’s rural labor force problem from four aspects. These include a sound system policies to promote the transferring of rural labor, the adjustment the industrial structure, the improvement of the overall quality of the labor force, and solve social problems brought by labor force transferring.
