To implement the innovation-driven strategy and to adapt to the new normal, the core is technological innovation which is the source of the technological innovation. The technological innovation and high-tech industrial agglomeration are important parts of regional economic growth process, being the specific practice of the technology-economic combination, and also the inevitable path to optimize the resources and upgrade the industrial structure. Nowadays high-tech industries in China mainly depend on high input rather than innovation efficiency. The paper selects the perspective of regional technical innovation efficiency to study the interaction between the high-tech industrial agglomeration and the technological innovation, which have significant meaning for the economic transformation and the construction of an innovative country.With "the High-Tech Industrial Agglomeration and the Efficiency of Regional Technological Innovation" as the theme, the paper discovers the mutual promotion and mutual adaptation relationship by combing the theories and mechanism analysis of the high-tech industrial agglomeration and the technological innovation. On this basis, this paper measures the high-tech industrial cluster and regional characteristics of Chinese mainland, and estimates the overall efficiency and the two-stage efficiency of regional technical innovation. Then this paper studies how the industrial agglomeration affects the regional innovation efficiency and how the regional innovation efficiency affects the industrial agglomeration from the theoretical and empirical perspective, and proposes some measures to promote the coordinated development of the two aspects.Based on the mutual influence between the high-tech industrial agglomeration and the regional technological innovation efficiency, we draw the following conclusions:First, the regional differences of the high-tech industrial agglomeration are obvious; the high-tech industries are mainly clustered in the eastern coastal region, especially in Beijing and Tianjin, the Pearl River Delta, and Yangtze River Delta Region. The high-tech industrial regional isomorphism is serious, and the majority provinces industrial structure similarity coefficients are over 0.5 cordon, lacking overall macro-planning and coordination mechanism. The regional gaps in the high-tech industry expanded with a narrowing trend followed between 2002 and 2012, and the high-tech industrial agglomeration has been slightly narrowed after 2005. The computer and office equipment manufacturing industry agglomeration is the most prominent, but the medical equipment & instrumentation manufacturing industry and the pharmaceutical manufacturing industry have seen a faster trend of concentration.Second, the innovative elements spatial agglomeration is at a high degree, most of which are concentrated the province capitals and municipalities, and the regional technology innovation also presents strong geographic cumulative characteristics. The results of association network DEA method show that the country and regional technical innovation efficiency present spiral upward trend. The technological innovation efficiency of eastern coastal provinces is higher than other provinces, but the trend is clearly inter-regional convergence. Overall the technical conversion efficiency is much lower than technical R&D efficiency, and it shows a southeast to northwest gradient trend. Low R&D efficiency and low technology transfer efficiency is also the main state for 31 mainland provinces.Third, selecting cross-sectional data in 2000,2006,2012, we explore the influencial relationship where the industry cluster affects the regional technological innovation by OLS and GWR models, and we find that the positive effect are largely different in various regions. We use GMM method to study how the industrial agglomeration, its regional characteristics and other constraint factors affect the regional technological innovation efficiency. The results show that industry agglomeration, the diversification, the company scale, foreign-invested enterprises have significant positive effect to the regional technological innovation efficiency. The specialization and the regional technical trade don’t have significant effect, but the lag technological innovation efficiency and lag industrial agglomeration have positive effect significantly.Fourth, we establish SDM model to consider how the technological innovation efficiency and its various constraints impact on the high-tech industry. The results show that the technological innovation efficiency, the market level, the opening level, the human capital, the development level have the positive effect significantly, but the combined effect of government intervention degree is not significant. The technological innovation efficiency, the human capital, the import and export trade level, the government intervention degree have spatial spillover effects significantly. To further differentiate various aspects of technological innovation on high-tech industrial agglomeration, we establish a mixed panel model to estimate the effect. The results show that the technology transfer efficiency performs a more significant role for the high-tech industrial agglomeration, thus the high-tech industrialization has become the bottleneck of technological innovation efficiency and high-tech industrial agglomeration.Finally, based on the above findings, we should promote the high-tech industry agglomeration reasonably, enhance the regional technology innovation efficiency, improve "industry-university-government" innovative functions, bring the link boost function of financial market into full play, strengthen college scientific and technological achievements conversion, so that to promote coordinated development of technological innovation efficiency and high-tech industrial agglomeration and to promote regional economic growth and industrial restructuring.
