High-tech industry is a major part of nation innovation system,its technological innovation is the core content of implementing innovation-driving developmentstrategy and transferring and upgrading industry.When referring to High-tech industrytechnological innovation,industrial agglomeration is an important factor.The academic circles have reached an agreement that industrial agglomeration could improve technological innovation,but which type will improve technological innovation is still controversial.So this paper selects the perspective of industrial agglomeration to study the effect from industrial agglomeration to technological innovation efficiency in high-tech industry and try to obtain meaningful conclusion on both theory and practice.The paper has six major parts,which are Introduction,Theory and Literature review,High-tech industry agglomeration analysis,the measurement of the efficiency of technological innovation and the analysis of industrial agglomeration specialization,diversification of tech industry technology innovation efficiency,the analysis of industrial agglomeration specialization on threshold effect,diversification of tech industry technology innovation efficiency,the last part is conclusion.In this study,market concentration index,space Gini coefficient and location entropy index was used to measure the degree of high-tech industry agglomeration.Herfindahl-Hirschman index reciprocal was used to measure the degree of diversity of regional industrial agglomeration.DEA-Malmquist index method was used to measure the efficiency of high-tech industry innovation.The DEA method,regression method and panel data model was also applied to this analysis.The impact of industrial agglomeration on the efficiency of technological innovation in high-tech industry was analysed,and the following results are concluded:First of all,the development of the high-tech industry shows regional imbalance in China.There are still huge regional differences between input and output in high-tech industry,and most of high-tech industry was gathered in eastern part of China.By measuring the similarity of coefficient of industrial structure,huge industrial structure convergence was found in Chinese regional industry.Secondly,a clear spatial agglomeration characteristics was shown in Chinese high-tech industry.According to the market concentration coefficient and Gini coefficient,the trend of decreasing of market agglomeration is present,but the degree of agglomeration is still too high in general.The reason for that is due to the high production activities in eastern region with high economic development level.Bass on the location entropy index measurement,there are big differences between the high high-tech industry accumulation in eastern region and low accumulation of high-tech industry western region.Thirdly,the high-tech productivity factor is mainly depending on the improvement of technical efficiency.At study period,the high-tech industry showed a trend of fluctuation.The effect of technological efficiency on total factor productivity was greater than that of technological progress rate.While the technical efficiency improvement is the result of the technical efficiency and spacial efficiency.Fourthly,the diversification of agglomeration will help to promote the efficiency of technological innovation in high-tech industries.The empirical results show that the specialization of industrial agglomeration has a negative effect on the efficiency of technological innovation.The diversification agglomeration has a significant positive effect on the efficiency of technological innovation in high-tech industry.The results also support that the regional competition can help to improve industrial technology innovation efficiency.Last but not the least,the diversification of agglomeration has a threshold effect on the efficiency of technological innovation in high-tech industries.The empirical result shows that the diversification of agglomeration has single threshold effect both on TFP and TE in high-tech industries.To sum up,when the government is planing the industry program,several things should take into consideration in order to promote the coordination of industry agglomeration and innovation: the reduction of concentration of high-tech in some region;limiting monopoly and reducing the barriers for the enterprise to entry the industry;meanwhile encouraging more diversity of high-tech industry.
