As the core industry leading the progress of science and technology,high-tech industry has become a key force in China’s economic transformation and implementation of innovation-driven strategy.However,the rapid development of China’s high-tech industry in the early stage adopted an epitaxial growth model.Despite significant improvement of the main business income and other index data,overall input-output is relatively poor,unable to allocate innovation resources efficiently,and innovation efficiency is generally low.In order to enhance innovation capacity and innovation efficiency,our government actively explores a model conducive to the development of high-tech industries,continuously introduces corresponding policies,guides the establishment of high-tech development zones,and promotes the development of hightech industry clusters.Innovation efficiency also has stage characteristics,and based on the innovation value chain perspective,the innovation process can be divided into two stages: technological innovation and achievement transformation.Therefore,it is important to study the relationship between industrial agglomeration and the efficiency of each stage of the innovation process,and how industrial agglomeration affects the efficiency of technological innovation and transformation of results through externalities,which is important to improve the innovation capacity of high-tech industries in each region and achieve high-quality economic development.The main research of this paper is as follows: firstly,panel data of 28 provinces in China are used as the research sample to measure the efficiency value and analyze the situation of innovation efficiency in two stages at national and regional levels using the network DEA-SBM model.Secondly,the panel Tobit model was used to empirically investigate the impact of high-tech industry agglomeration on the efficiency of technological innovation and the efficiency of results transformation,and the issue of regional heterogeneity was explored.Finally,based on the analysis of the impact of hightech industrial agglomeration on the efficiency of two-stage innovation,the impact of three externalities of agglomeration on the efficiency of each stage of innovation is further investigated based on the externality theory of industrial agglomeration.The study yielded:(1)The overall mean value of technological innovation efficiency and transformation efficiency of high-tech industries is low,and innovation inputs cannot be efficiently transformed into innovation outputs;the overall mean value of technological innovation efficiency is significantly higher than that of transformation efficiency,and there are stage differences in innovation efficiency;There is regional heterogeneity in the innovation efficiency of the two stages.The eastern region has the highest efficiency,followed by the central region,and the western region has the lowest efficiency.(2)Hightech industrial agglomeration significantly contributes to the improvement of technological innovation efficiency and transformation efficiency,and there is regional heterogeneity.For the eastern region,high-tech industry agglomeration can significantly improve the efficiency of two-stage innovation;the central region has the opposite effect of high-tech industry agglomeration on the efficiency of technological innovation and transformation efficiency,the former is significantly negative and the latter is significantly positive;while the western region has no significant effect of high-tech industry agglomeration on the efficiency of two-stage innovation.(3)The effect of high technology industry agglomeration externality on two-stage innovation efficiency is different.For technological innovation efficiency,MAR externality has a significant negative effect,Poter externality positively promotes technological innovation efficiency,while Jacobs externality does not have a significant effect;for transformation efficiency,Jacobs externality and Poter externality have a positive effect,while MAR externality inhibits the improvement of transformation efficiency.
