Innovation drive is an important power of China’s economy is the new normal, is the resources and environment constraints in the process of crack development bottlenecks, optimize the layout of industrial development, get rid of the international division of labor "low-end locking" industry value chain and the main way of realizing the sustainable development. Under the new normal industry has entered the China must rely on the transformation and upgrading of the structure to promote a new stage of development. For integral transformation and upgrading of industrial structure, to get rid of more than 30 years of reform and opening-up is established on the basis of production factors of comparative advantage of low Labour costs, low social welfare costs, low product quality and safety guarantee cost and low environmental pollution cost "four low" development model, comprehensively promote the transformation and upgrading of industrial structure, make the high, mid-range, high-end manufacturing industry into the global value chain, must give full play to the independent innovation support for the transformation and upgrading of the structure. But the problem is the independent innovation at the same time is a long-term process of high investment, high risk; Further, in order to realize from the "made in China" to "created in China" the transformation, most small and medium-sized manufacturing enterprises and do not have material base, it need to innovate more abundant resources, knowledge, technology of more intense high technology industry in the process of the implementation of the strategy of innovation drive play a more important role. Data show that since China’s high technology industry development in the national industrial policy and the priority of development planning, high technology enterprises above designated size grown from 2000 in 9758 to 2012 in 24636, high-tech R&D funds and effective number of invention patents were grown from 11.1 billion yuan and 11.1 billion to 149.2 billion yuan and 97878, average annual growth rate of 22.12% and 38.32% respectively. High technology to develop the effective improve the China’s labor productivity and resource utilization efficiency, then, under the background of innovation-driven strategy put forward, and the innovation of the high technology industries can spill over into low tech industries, low technology industry transformation and upgrade, gradually approach the high technology industry, and high and low technology industry coordinated development, realize the innovation drive development of the economy as a whole? Therefore, this article tries to sort out the high technology industry innovation drive the inner mechanism of the low technology industry growth, trying to build a kind of method to judge the driving effect of innovation, and between the industry interaction development model, finally to uncover innovation drive development of the black box provides a train of thought.This paper mainly adopts literature research, logical deduction and empirical combination with phase, in combination with qualitative analysis and quantitative analysis method and system analysis method, studies the technique of high, middle and lower industry between driven innovation connotation, mechanism and results, including the following aspects of research:(1) under the background of innovation-driven strategy implementation, high technology industry in China based on innovation drive low tech industrial economic growth as the breakthrough point and the research object, through literature review, the low technology industry of high-tech industrial innovation driving the connotation of economic growth, and the connotation on the basis of analysis of the high technology industry innovation drive the inner mechanism of the low technology industrial economic growth. In order to be able to explain more clearly between industry innovation drive mechanism, this paper constructs the high technology, low technology model of two departments and in-depth analysis the innovation drive between the high and low technology industry. (2) in high technology, low technology two sector model, on the basis of theoretical analysis, respectively, to build the high technology industry innovation driven low tech industrial economic growth index (HDLI) and high technology industries innovation-driven economic growth index (HDYI). This article adopts the relevant data of 1995-2012 has carried on the empirical test, and based on the empirical results, calculate the China as a whole and the eastern, central and western regions HDLI size during 1995-2012. (3) in the high-tech industry innovation driven low technology industry development, on the basis of theoretical analysis according to the generation of innovation to drive the industry development, application, diffusion and transformation of the four process, put forward the concept of industry degree of adaptability for high-tech industry innovation, innovation quality. This article from the entrepreneurs’innovation will, innovation elements of marketization, exclusive, proprietary complementary assets, network, market structure, digestion, absorption, and the ability to learn eight aspects to construct China’s high-tech industry innovation quality evaluation index system, and through the panel data to empirically the high technology industry innovation quality innovation driven effect between impact on industry. (4) for a more objective comprehensive reflects the essence of innovation drive, this paper analyzes the property right system and innovation drive the industry under the open economy. Was studied by literature summary of the intellectual property protection and innovation drive effect mechanism between FDI on the industry, put forward the corresponding research hypothesis, using panel data model to empirically theoretical assumptions, and based on the empirical results to measure the national, regional and provincial (municipal) between high and low technology industry innovation drive index (HDLI), and analysis of the protection of intellectual property rights and the impact of FDI on HDLI.Through theoretical analysis and empirical test, this paper, the following conclusions:(1) from the technical attributes of industry, this paper argues that innovation driven development refers to the different industrial technology gradually converge to a higher technical level of process, especially the low technology industry technology level to the high technology industry departments approaching process. This process can be referred to as the high technology industry innovation drive in the process of low technology industry growth, its essence is to low and middle high technology industry innovation technology transfer and diffusion, promote resource configuration optimization and low tech industry total factor productivity promotion process. Industry between the happening of the driving mechanism of innovation and innovation is the four properties of inseparable, namely the innovation effect of unequal sex, destructive innovation mobile, innovation into adaptability and innovation system. Empirical study results show that:China in the past 18 years, low dry middle school technology industry, research and development and high technology industry knowledge spillover of low technology industry output has significant positive influence, among them, the low technology industry in China is the largest contribution to the knowledge output high technology industry knowledge spillover, the second is in the R&D of low technology industry research and development, and the low technology industry of dry middle school effect on low technology industry the role of knowledge production is minimal. China’s overall and regional HDLI measurement results show that China was still in the stage of embedded driver, present ShouLianShi interaction between high and low technology industry development trend. High technology industry innovation for economic growth has a "multiplier effect", drive index is 1.4533, the high-tech industry innovation in the central province of driving role, driving effect minimum of west China. (3) the high technology industry innovation quality regression model, testing the assumptions of high-tech industrial innovation quality. The empirical results show that the high technology industry knowledge innovation quality and the low tech industrial output has significant negative relationship, the relationship between high technology industry innovation quality of low tech industrial dry middle school’s relationship with low technology industry knowledge output has significant positive adjustment, high technology industry innovation quality of low technology industry research and development and low technology R&D industry knowledge output has significant positive adjustment, high technology industry innovation quality on high technology industry knowledge overflow and low tech industry output relationship has significant positive adjustment. Overall, improve the quality of our high technology industry innovation significantly promoted the inter-industry innovation driving effect of the play, the introduction of high technology industry innovation is of variable quality, HDLI rose to 1.4914 from 1.4533. (4) the paper further discusses the property right system innovation driven effect between the industry. Study found that the protection of intellectual property rights of HDLI has positive reinforcement, the formation of the positive effect is the protection of intellectual property rights of low technology industry knowledge output of dry middle school, research and development and high technology industries of R&D knowledge spillover three factors comprehensive result of different regulatory role. Among them, the protection of intellectual property rights has a negative influence on knowledge output low technology industry, the protection of intellectual property rights for low and medium technology industries dry middle school’s relationship with low technology industry knowledge output has significant negative regulation, intellectual property rights (ipr) protection for low technology industry research and development and low technology R&D industry output has significant negative regulatory role of knowledge, the protection of intellectual property rights of high technology industry knowledge overflow and low tech industry output relationship has significant positive adjustment. (5) by introducing FDI factor regression model, this paper found that:FDI between industry innovation driving effect has inhibitory effect. After the introduction of FDI, HDLI reduced from 1.4978 to 1.4494, namely under the condition of introducing FDI, China’s high technology industry innovation increases by 1%, to drive low technology industry economy grew by 1.4494%. The reason for this is that FDI has significant "substitution effect", the empirical result shows that FDI knowledge output low technology industry has significantly positive effect, but the dry middle school, research and development and the high technology industry knowledge overflow and low tech industry output relationship has a negative regulatory role.
