Theoretical Analysis And Empirical Measurement Of The Relationship Between Intellectual Property Protection And Technological Innovation In China

With the withdrawal of traditional industrial economy from the historical stage,the new century has entered the era of rapid development of information technology.Knowledge economy,information circulation and technological progress are deepening their impact on modern economic activities.Intellectual property protection plays an increasingly significant role in promoting technological innovation,which indicates that we have successfully entered the modern knowledge-based economy society at this stage.Therefore,the relationship between intellectual property protection and technological innovation is called a research topic with important practical significance and theoretical value.In the previous literature on the relationship between intellectual property protection and technological innovation,most scholars only conduct theoretical analysis or empirical research,but few combine the two.This paper combines the theoretical analysis and empirical measurement of intellectual property protection and technological innovation in China.From the perspective of economics,this paper provides theoretical and empirical reference value for the study and analysis of the relationship between intellectual property protection and technological innovation.This paper combines theoretical analysis and empirical measurement to discuss the relationship between intellectual property protection and technological innovation in China.The theoretical analysis includes two parts: the first part is the related theories of intellectual property protection and technological innovation in China,including basic concepts and related theories;the second part is the theoretical analysis of intellectual property protection and technological innovation,including the direct mechanism,indirect mechanism and the impact of intellectual property protection on technological innovation.The empirical measurement part of this paper chooses six variables,IPR,PAT,R&D,HC,FDI and EXP,to analyze the relationship between intellectual property and technological innovation based on the panel data of 30 provinces in China.By analyzing the international environment and experience of the United States,South Korea and Japan,this paper summarizes the experience of intellectual property protection system which is conducive to promoting technological innovation and progress in China at this stage.In this paper,by using the double methods of theoretical analysis and empiricalmeasurement,we get some suggestions and Countermeasures to promote the technological innovation of intellectual property protection in China,and draw conclusionsThis paper draws the following conclusions through research and analysis:(1)Strengthening the protection of intellectual property rights can promote technological progress,indirectly increase the economic growth rate and increase the economic output of the whole society.Intellectual property protection and technological innovation promote and complement each other.Intellectual property protection has greatly promoted the technological innovation of a country or even a region.At the same time,the development of technological innovation can also reactively stimulate the improvement of intellectual property protection system.(2)This paper makes a panel analysis of the relationship between intellectual property system and technological innovation through an empirical model,and concludes that the intensity of intellectual property protection in China lags behind the output of innovation,indicating that intellectual property system plays a positive role in promoting the development of technological innovation.Therefore,strengthening the level of intellectual property protection can promote the progress of technological innovation.Secondly,R&D investment has the most obvious and significant impact on innovation output,which shows that the innovation achievements of market economic activities and innovation input are indeed inseparable.In addition,the role of talent reserve and learning in the process of foreign trade in promoting innovative activities is also very obvious.It is very appropriate to incorporate human resource reserve into the control variables of the model from these aspects.But the effect of FDI is not obvious.(3)In order to give full play to the role of intellectual property protection in promoting technological innovation,China should further enhance the actual level of intellectual property protection,improve intellectual property protection legislation,increase the intensity of enforcement of intellectual property protection,enhance the legal awareness of the public in protecting intellectual property rights,strengthen the investigation of abuse of intellectual property rights,strengthen the cultivation of interdisciplinary intellectual property talents,and increase the number of interdisciplinaryintellectual property rights talents.Government investment in science and technology will guide enterprises to innovate in technology.
