The Evaluation Model And Method Of Government Supply Of Public Goods

For all levels of government, the supply of public goods is not only to safeguard the fundamental interests of the overwhelming majority of the people, but also its duty. Based on public interest or public perspective, performance evaluation is the precondition to build responsibility government and implement "finance accountability". Performance evaluation is gradually moving towards institutionalization, standardization and legalization. The evaluation models and evaluation methods are also developing gradually, and the evaluation of public participation becomes a consensus.This paper is about the study of the government supply of public goods, which integrally use public economics, public administration and new institutional economics theories to find a logical basis for performance evaluation and development direction. And it focuses on the whole process of government provision of public goods to illustrate the same-body evaluation model and the allergenic evaluation model and optimize the collaborative evaluation model.Author believes that the specific program of the evaluation can be adjusted necessarily according to the evaluation needs. To establish a comprehensive logic framework of scientific performance evaluation, which can be better to explain the reality and service the practice.On research methods, this paper has integrated methods such as normal and positive analysis, case study, literature survey and field investigation, communicating and discussing with relevant scholars and experts to generate such a comprehensive acquisition.In order to improve of congnitive about rationality and sensibility.The paper is the process of utilizing various research methods.Through the study, we think PE on GPPG must selecting appropriate mode and method according to resources and environment. The paper presents the following pointed policy recommendations:(1)To establish a correct evaluation guide. First,to strengthen "customer demand-oriented ",that is to emphasize the interests guide of the public or taxpayers, which should allow the public as much as possible to participate in the activities of PE on GPPG,; Meanwhile the work results are disclosured to the public and extensive supervision from public evaluation are accepted. Second, to change evaluation dimensions and deepen results-oriented.That is to achieve the change of PE concept, the transformation of gravity and the changes of ways. Government performance evaluation is based on "results-oriented ", which realized the transformation from emphasis on process to result and reflected the reform orientation of deregulation. (2)To perfect performance evaluation system of public goods.Firstly the establishment of ecological civilization construction assessment indicators. Evaluation system is an important baton to change conceptions. A correct baton can give power to the overall advancement of ecological civilization. Thus it is necessary to establish assessment indicators in common of ecological civilization construction. Secondly, happiness index into the evaluation. By this means, the government can better understand civil needs structure and demand characteristics of GPPG. and find the gap between supply and demand of public goods.Thereby the government can provide the basis for improving supply level and quality and specify the direction.In addition, the government can design and deliver public goods supply mechanism with citizen satisfaction and improve the quality of public goods so as to enhance the performance. (3)To integrate three evaluation models. First, the same body evaluation applies to some normal evaluation on GPPG and some public goods with more sensitive evaluation data. Second, the allogeneic evaluation applies to evaluation of local government’s overall supply of public goods.Or people doubt some kind of supply of public goods and in some subjective areas that self-protection and passive defense are easy to form. Third, the collaborative evaluation applies to the public goods requiring higher evaluation technique and procedure requirement, some public goods ensured by multi-party funds and some kind of public goods in urgent need to improve social credibility through special events. Fourth, the integration of these three models. "Allogeneic evaluation " and "collaborative evaluation" belong to the rise in recent years, the effective supplement of the original "same body evaluation". Performance evaluation mode selection should be based on the original target management, satisfaction selection and supervision inspection. (4) To optimize evaluation methods.First, fairness of evaluation methods. Second, relative dynamic performance evaluation. (5)To emphasize evaluation results and establish a culture of accountability. Firstly, to establish performance diagnostic analysis and feedback system. Evaluation and feedback is a dynamic process that the evaluation subjects convey the evaluation results to the evaluation objects as a special form of two-way communication and exchange. Secondly, the establishment of performance report and incentive system.The whole article has spared no effort to give some new ideas as following:(1)This study theoretically revealed the inner power of PE on GPPG. By PE demand creation and definition and through analyzing demand motive, the paper represented the inner power-the government needs to be in power for a long time in order to reply effectively to inner and outer pressure. The government has to satisfy public needs, that is, public demand is just the guide. (2) Bring forth new ideas of evaluation models. The evaluators included finance managers, NPC members,public representatives, scholars and experts. At the same time the author made pointed analysis of resources allocation owned by government, environment surrounding, and evaluation atmosphere. As a result, the author provided the reference for corresponding evaluation model selection. (3) On the basis of deeply analyzing the existing problems of the performance evaluation on GPPG in China, depending on the complexity of the reformed objects, the systematicness of the content, the overcoatability of different systems and the gradualness of the path, the paper put forward to improve and perfect the road map of the performance evaluation and decomposed the tasks into three parts:the short-term goals, the medium-term goals and the long-term goals to produce different PE effects.
