Poverty and anti-poverty has always been the important issue which our country faced at present. The effect of poverty alleviation is not only related to the development of poor area itself, but also affect the whole society. Most people in poor areas (especially in rural areas) depends on the provision of local public goods, so the study of the provision of public goods in poor rural areas to promote the development of itself have a strong practical significance.This article analyzes the behaviors of all levels of provider, such as governments, village-level organizations, and the third sector, and the villagers. It takes the tools of game theory to analyze their relationship. The central government should increase transfer payments to the local governments. At the same time, they should make efforts on inspection and punishment in order to ensure the rational use of transfer payments. And farmers can achieve cooperation in the provision of rural public goods.This paper, which take Henan Province, Yiyang County, as example, selected rural household biogas, rural compulsory education, village roads, to reveal the mutual relationship between government, rural household, the third sector in the rural areas.In the case of biogas, based on logstic model the author found that various factors affect household's participation in poverty alleviation projects guided by the government.The results show that: The extent of the trouble and cost assessments and other factors on the model of the project have significant impacts, which is the main factor of it.Participant characteristics and the support from the government have a strong explanatory power.The results proved that the support from the government in poor areas play an active role in the provision of public goods.The case of the rural compulsory education illustrates the role played by the third sector and the needs of supervision of the funds using.In this paper, the study shows that the government should strengthen policy support to farmers, including financial support and technical support.They also should guide the third sector. We should build multi-center provision system which is guided by the government.
