Research On Provision Mechanism Of Rural Public Goods Of China

China has achieved great success in construction and development of economic and social field since China's reforming and opening. But, the gap between the country's cities and countryside which existed for a long time is also being expanded further because the macroscopic policies tend to support the development of cities under the urban-rural dual economic structure while the total living standard of the whole people has been raised in a big degree. The issues of countryside, peasants and agriculture have become the focal point which people and governments pay attention to, especially the issue of provision of rural public goods that has great influence on the economic and social development in rural areas appears to be more outstanding. These existed problems seriously threaten our social steady and continue development. Though the rural tax-fee reform lightened their burden and improved provision of rural public goods to some extent, the main problems of provision of public goods is not be solved effectively. Therefore, to solve these problems, especially the problem of how to provide rural public goods effectively, in the fields of theory and in practice has been the key issue faced by scholars and our governments. This paper wants to explore some ways and ideas to solve the issue effectively.On the basis of the research results that profits from the scholars, this paper based on the theory of public goods and their related theories, general applying relative knowledge concerning economics and public management, using methods which the normative analysis and the empirical analysis combined, the static analysis and the dynamic analysis combined, approaching from the basic theories of public goods, analyzed the supply mechanism of public goods and the relative theories of rural public goods, and reviewed historical changes that the supply mechanism of rural public goods of china. On this basis, this paper analyzed the present situation of provision of public goods in rural areas, and considered the main problems are the overall lack of provision of public goods in rural areas, the structural imbalance between supply and demand as well as the non-balanced provision of public goods in different rural areas. The reasons for these problems showed mainly as follows: the imbalance provision of urban-rural public goods under the urban-rural dual structure, the responsibilities of provision at all levels of government is not clear, the top-down decision-making mechanism of provision, lacking mechanism of demanding expression and other supply subjects. To solve these problems and to effectively provide public goods in rural areas, it is needed to continually improve the existing provision mechanism of governmental authority for rural public goods, such as adhering to provide orientation of public goods that integrated the urban and rural areas, clarifying the responsibilities of provision at all levels of government, choosing a suitable decision-making mechanism according to the nature of rural public goods as well as constructing reasonable mechanism of demanding expression. Furthermore, it is needed to establish and develop provision mechanism of market and provision mechanism of voluntary undertakings.
