Because China is a traditional agricultural country, "Three Rural Issues" has been prominent.An important reason of the existence of "Three Rural Issues" is that the supply of rural public goods has been inadequate over the years. Inadequate supply of rural public goods makes it difficult to improve the condition of agricultural production fundamentally and raise the level of agricultural productivity.It is unable to meet the growing demands of farmers’ material & spiritual lives and difficult to improve their living standards. It can not effectively improve rural infrastructure and is difficult to chang countryside appearance. Therefore, the effective supply of rural public goods has an important value to solve "Three Rural Issues" and exploring how to achieve the effective supply of rural public goods is necessary.In discussing the effective supply of rural public goods, we must attach importance to the study of the suppliers. Because different suppliers exist in significant differences in the supply decision, financing, supervision and management, it directly affects the effect of supply.At present, the scholars think that it is necessary to make the suppliers of market, government and the Third Sector participate in the supply in order to achieve the effective supply of rural public goods. The rural public goods characteristics of non-exclusive and non-competitive make the supplier of market difficult to profit in the supply, so the enthusiasm of the supplier of market is insufficient, which makes “supply failure” of market.Because the government is not the user and beneficiary of rural public goods, there are the waste of funds and low efficiency in the supply of rural public goods, which lead to "supply failure" of the government. Based on public spirit the Third Sector donates funds and solves the supply shortage of some rural public goods, but the development of the Third Sector lags behind in most areas of our country.Its level of organization & management is not high and its funds are limited.These make it difficult to carry out large-scale supply.To solve this dilemma, the farmers can be considered as one of the suppliers, because the farmers are the users & beneficiaries of rural public goods and their participation in the supply has the incomparable advantages of other suppliers.The farmers’ participation in the supply has great advantages. However, because of the influence of the factors of concept, economy,human resources and system, the farmers’ driving force of participating in the supply is insufficient. This restricts the functions of farmers in the supply.Therefore, we need explore and promote the farmers’ driving force of participating in the supply.But now the researches of the scholars are less involved in the farmers’ participating in the supply. Especially, research on the farmers’ driving force of participating in the supply has not been attention. Therefore, this paper tries to research on the farmers’ driving force of participating in the supply of rural public goods to provide guidance to enhancing the farmers’ driving force. It can also enrich the theory of public goods supply furtherly.This paper is divided into six parts. The basic contents of each part are as follows:The preface introduces the background of the thesis, puts forward research questions, reviews the domestic & abroad research on the present situation of public goods and the supply of rural public goods. It elaborates the theoretical and practical research significance of the thesis.At last it points out that we need use the research methods,such as the methods of literature research, field research, historical research, quantitative & qualitative analysis.The first chapter relates to the definition, constitution and theoretical basis of farmers’ driving force of participating in the supply of rural public goods.Firstly, discuss the meanings and characteristics of farmers, rural public goods and farmers’ participating in the supply of rural public goods, then define the meaning and characteristics of farmers’ driving force of participating in rural public goods. Secondly, point out that farmers’ driving force of participating is made of internal driving force, promoting internal force, supporting force and thrust force. These forces can be divided into 16 specific elements furtherly. Finally, point out that research on the farmers’ driving force of participating in the supply should be based on the related theoretical basis. The theoretical basis includes Governance Theory, Theory of Rational Action, Humanistic Thought and System Theory.The second chapter mainly analyzes the realistic background of research on the farmers’ driving force of participating in the supply of rural public goods. Firstly, analyze the present situation and realistic demands of rural public goods, the advantages,necessity & feasibility of farmers’ participating in the supply and the forms of farmers’ driving force of participating in the supply.Secondly, review the situations of farmers’ driving force of participating in the supply since the founding of PRC.The author analyzes the current situation of farmers’ driving force of participating in the supply of rural public goods in the third chapter. This is the focus of this paper. Based on the survey of seven cities in Shandong Province, the author thinks that the farmers have potential driving forces, including internal driving force, promoting internal force, supporting force and thrust force, in participating in the supply of rural public goods, but farmers’ driving force is far from enough. The reasons are as follows: the traditional concept of supply hinders farmers’ participating; farmers’ supplying funds are limited;the supply capacity of farmers is limited;the rural talents lack;rural autonomous mass organizations at the grass-roots lack of supply ability; provision mechanism is not perfect.The fourth chapter introduces and analyzes the experiences of India, South Korea, Japan and America governments of enhancing the farmers’ driving force of participating in the supply of rural public goods. These experiences include ensuring farmers’ willingness to be expressed unimpededly, perfecting farmers’ decision-making mechanism in the supply, stimulating farmers’ initiative of participating in the supply through economic incentives, playing the role of the agricultural cooperative organization in the supply of carrier; paying attention to play the role of community organizations in the supply of organizing. These experiences provide very good references to enhance Chinese farmers’ driving force of participating in the supply.The fifth chapter mainly elaborates the specific countermeasures to improve farmers’ driving force of participating in the supply of rural public goods. This is the core content of this thesis. The author thinks that we should enhance the power of thought, improve financial support, organization support, manpower support, mechanism guarantee and other aspects to promote the farmers’ driving force of participating in the supply. Specifically, change the traditional concept of supply to promote the ideological impetus of farmers’ participation; improve farmers’ economic capacity to provide financial support of enhancing their driving force of participation; perfect the villager self-governance system and improve the level of democratization of the villager self-governance system to provide organizational support of enhancing farmers’ driving force of participation; promote the development of rural human resources to provide manpower support of enhancing farmers’ driving force of participation; improve the mechanism of the expression of farmers’ interests, financing, supervision and incentive to provide the mechanism safeguard of enhancing farmers’ driving force of participation.
