Under the background of the global energy saving and emission reduction and low carbon economy, to improve ecological environment, to construct of resource saving and environment friendly society and to develop circular agriculture that has important significance to the sustainable development of agriculture. In 2015 the central first document clearly pointed out that we should strengthen the agricultural non-point source pollution control, carry out in depth formula fertilization by soil testing, and vigorously promote the bio organic fertilizer, and low toxicity and low residue pesticides, utilize crop straw and livestock manure, establish demonstration areas of recycling farmland residual film, provide relevant taxation policies, and implement the evaluation system of livestock and poultry scale breeding environmental impact, and promote greatly the development of agricultural circular economy. The 12th Five Year Plan of circular economy development planning makes it clear that we should promote the utilization of agricultural resources conservation, cleaner production process, industry links recycling, and waste resource utilization, to the formation of "farming, forestry, animal husbandry and fishery" industrial symbiosis of circular agricultural production model that improves the rural ecological environment and agricultural comprehensive benefits. As an important and urgent task, developing the circular agriculture positively has important theoretical significance and practical value that to solve the "three rural issues", improve agricultural ecological environment, and realize the sustainable development of the whole society. The paper is about the theory and empirical research of farmers participating in circular agricultural behavior and its performance evaluation. Specifically, it describe and explains inner mechanism, motivation and its influence factors about farmers participating in circular agricultural behavior by constructing a theoretical framework and analysis method, then test the theory and model using the survey data and relevant yearbook data. Its aim is to explore how to improve the farmers participating in circular agricultural project, increase agricultural waste resource utilization, finally, we puts forward the corresponding countermeasures and suggestions, to provide a useful supplement and reference for the healthy and stable development of circular agriculture.From the basic framework and research methods, this study uses the game theory to analyze on the relationship between farmers in the circular agricultural and all interests subject behavior, reveal the interaction and influence mechanism to maximize the benefits between the subjects; the paper builds farmers fertilizer input selection model in preproduction, farmers adopting circulation agricultural technology behavior model in production, and farmers crop straw disposal behavior model in postproduction based on behavior economic theory, and we make an empirical study on farmer’ behavior of participating in the circular agriculture by building the binary logistic regression model, probit regression model and multinomial logistic regression model respectively based on 408 farmers’ survey data in the study area, thus more comprehensively analyze the mechanism and the main affecting factors of the farmer’ behavior; Then we comparative analysis the production efficiency of farmers adopting the circular agricultural technology with the data envelopment analysis (DEA), in order to test its effectiveness; in the end, using statistical analysis methods, We calculate the amount of value conversion of crop straw resources, and estimate maximum number of potential crop straw breeding beef cattle under the condition of different crop straw feeding rate; at the same time, we compare the total nutrient of livestock manure with fertilizer over the same period from the angle of time sequence, calculate the replacement rate of organic manure for fertilizer and trends, in which fully shows the development potential and value of agricultural wastes resources in the study. Therefore, this article mainly includes the following five parts.The first part is the theoretical and realistic basis. This part, corresponding to the first chapter, the second chapter and the third chapter, mainly set forth the research background, theoretical significance and practical significance, and based on the literature review and sort out, illustrates the research targets and contents and the main research method of this paper, reviews the domestic and foreign basic theory and research status of agricultural circular economy development, elaborate the classical theory, especially builds the farmers organic fertilizer input selection model, farmers adopting circulation agricultural technology behavior model and the farmers crops straw disposal behavior model on the basis of the theory of cost-benefit and rational economic man maximization behavioral theory and game analysis theory, and analyzes the relationship between farmers and related interest subjects, to reveal inner motivation, action mode and influence mechanism among farmers and farmers, farmers and enterprise, and farmer and government respectively. The results show that crop prices and crop yield rate has important influence on farmers organic fertilizer selection behavior; It depends on the comparison between expected costs and expected returns whether farmers will adopt circular agricultural technology; Due to family characteristics, production situation and the external environment and other factors constraints, farmers behavior’ motivation and target will be different, resulting in farmers different straw disposal way; Government public policy can change the optimal quantity of private agricultural wastes utilization, especially it has important role for increasing the optimal quantity of agricultural wastes utilization to technical progress.The second part is descriptive statistics on farmers participating in circular agricultural behavior. Corresponding to the fourth chapter of full text, this part mainly describes the natural, social and economic conditions in the study area and the condition of agricultural development. Then according to the field survey data, we describe basic characteristics of surveyed famers’individual and family, analyze regional farmers’economic status and income structure, describe further the cognitive and attitude, daily production behavior, the adoption of new technologies, and agricultural waste disposition behavior in the process of farmer participating circular agriculture, and evaluate finally the external environment for the development of circular agriculture and the present situation. The study discovers that the farmers’cognitive degree of circular agriculture is generally low, about 70.59% of the surveyed farmers are willing to use more organic fertilizer and less fertilizer, nearly 27.21% the surveyed farmers said the farmland fertility is worse than before, about 20.59% of the surveyed farmers use 29.45% higher than the average of the pesticide dosage, most of surveyed farmers have a lack of understanding of pollution-free agricultural products. There were no significant differences in price between most of pollution-free agricultural products and ordinary products in the surveyed farmers engaged in non-polluted production; most of surveyed farmers are satisfied with rural environment around the village; most of surveyed farmers are willing to learn farming techniques, and the ability to obtain the technology is improved; most of surveyed Farmers are satisfied with public infrastructure and irrigation and water conservancy facilities, most of surveyed farmers know that drinking-water quality is better; the surveyed farmers who joined in agricultural cooperatives know that agricultural cooperative function is more obvious, but the ability is not obvious that agricultural-related enterprise to drive the surveyed farmer’s around villages; in the evaluation of the functions of the government, most of farmers think that its effect is not so obvious about agricultural products sales channels to expand service, standardized production service and credit services.The third part analyzes the main effect factors and mechanism of farmers participating circular agricultural behaviors. Firstly, binary logistic regression model is used to analyze the influence factors and mode of action in farmers’organic fertilizer election intention. The study finds that farmers’ planting structure and previous year agricultural prices have an important impact on the decision-making behavior of organic fertilizer; secondly, the probit regression model is cited to analyze the influence factors and variable marginal effect in farmers adopting circular agricultural technology behaviors. The research shows that the higher education level of householder, the higher per capita arable land, the more per-capita annual income of household, the higher cognitive degree of circular agriculture, the easier to accept the new technical guidance, the easier to gain the credit support, the more they are incline to adopt circular agricultural technology; Finally, the multinomial logistic regression model is advantaged to analyze the influence mechanism and mode of action in farmers crops straw disposition behavior. The study finds that the higher education level of householder, the higher per capita arable land, the more per-capita annual income of household, the higher the concern for the environment, the easier to accept the new technical guidance, the stronger the information acquisition ability, the better local public infrastructure, the degree of crop straw utilization is higher.The fourth part is the performance evaluation of farmers adopting circular agricultural technology and agricultural wastes utilization. This part corresponds to the sixth chapter. Firstly, with DEA analysis, we compare estimates of production efficiency separately for the planting and breeding farmers whether adopting circular agricultural technology. The research shows that comprehensive efficiency on average is higher 8.59% of adopting crop straw returning production mode than without adopting it, Overall, farmers adopting crop straw returning production technology is relatively efficient; comprehensive efficiency on average is higher 5.71% of adopting lees breeding beef cattle production mode than without adopting it, Overall, farmers adopting lees breeding beef cattle production technology is relatively efficient; Therefore, the above verifies the effectiveness of the production of farmers adopting circulation agricultural technology. Then, from the perspective of time series, we estimate crop straw yield and change trends of its resources value conversion in the study area, and according to the beef cattle daily straw intake, we estimate the potential maximize number of beef cattle breeding on different straw feed rates. The research shows that the total amount of major crops straw resources was 691,500 tons in the study area in 2013, the total amount equivalent to 412,900 tons of standard coal, equivalent to 250 million m3 of biogas production. If according to the national average straw feed rate of 31%, we estimate the total number of crop straw breeding beef cattle in the study area is about 472,400; If according to the Liaoning Province average straw feeding rate of 20%, the total number of beef cattle in the study area is about 304,700; If according to the study area average straw feeding rate of 35%, the total number of beef cattle in the study area is up to about 533,300, crop straw resources in the study area shows great potential value. Meanwhile, we compare the total nutrient containing nitrogen, phosphorus and potassium content of livestock manure with fertilizer over the same period; calculate the replacement rate of organic manure for fertilizer and trends. The study discovers that in 2103 the total amount of livestock manure resources in the study area is 1,413,800 tons, which contains a total amount of 23,072.04 tons of nutrients, equivalent to 77.32% of the total amount of chemical fertilizer nutrients per year, namely 77.32% chemical fertilizers can be replaced by organic manure fertilizer over the same period, that show great development potential and value of livestock manure resources in the study area.The fifth part is summary and policy suggestion, corresponding to seventh chapter of the article. This part put forward a series of measures and suggestions based on the conclusion obtained from this article such as improving farmers’enthusiasm to participate in the circular agricultural engineering, increasing farmers’ agricultural waste resource utilization degree, and promoting healthy and stable development of circular agriculture. In the aspect of game analysis between farmers and related interests subjects, the government should do well in institutional "top-level design" role in the circulation agriculture planning, guide farmers to participate in the circulation of agricultural engineering through subsidies and incentives policies, on farmers’ behavior of the damage to the ecological environment, the Government should strengthen supervision, at the same time, provide technical and financial support; We should improve contracts terms content between farmers and enterprise, increase the cost of default and make agricultural waste utilization technology innovation to improve economic value of the agricultural waste resources. In the aspect of farmers participating in the circular agricultural, we should improve the farmers’ cognitive degree of circular agriculture and promote farmers’ cultural quality. Besides, we should strengthen farmers’awareness of environmental protection and the agricultural products quality safety; to plan rationally agricultural regional development to develop facilities agriculture; to enhance agricultural waste utilization technology innovation; to make an effort on the farmers’ circulation agriculture technical guidance and training and establish a good external environment condition of circular agricultural development. In the perspective of comprehensive crop straw utilization, it is supposed to increase the comprehensive utilization of crop straw propaganda education, to improve farmers cognition about crop straw resource; to give farmers financial subsidies for crop straw utilization; to increase the intensity of technology research and development on crop straw utilization and technology demonstration and promotion; to establish the crop straw resource recycling system of enterprise as the leader, to farmers as the main body, to agricultural cooperatives as the link. In terms of livestock manure utilization, we should enhance the management of livestock farms in normalization and standardization, to improve the relevant legal system; to strengthen technical research and solve the key technology of the enterprise organic fertilizer utilization; to provide financial support and preferential policies in order to make organic fertilizer production and application economic internalization of positive externalities; to strengthen standardized management and supervision of organic fertilizer markets and improve access threshold and quality standards; to introduce actively a series of management means to carry out macro-policy guidance.
