Study On Evaluation Of China’s Circular Agriculture Development

As traditional fanning dose not meet the requirements of enhancing material living considering the current climate changes, circular agriculture was advanced in order to save water and energy, reduce inputs, improve quality, efficiency and outputs. The purpose of the circular agriculture is to build circular agriculture system of source product byproduct recycling. This new economic pattern can optimize agricultural structure, utilize source rationally, protect environment and promote sustainable development of agriculture. Based on "3R" principle, this thesis selected related evaluation index, built the comprehensive evaluation index system of circular agriculture and solved environment pollution and source wasting due to rapid agricultural development. Therefore, this study is of theoretical and practical significance to realize the sustainable development of agriculture and construct eco-agriculture.Twenty-nine indexes within 13 years were sampled and the development of China’s circular agriculture and its security system were analyzed based on these samples. These samples were obtained by a whole country and 31 individual province, municipality and region, respectively. The data envelopment, principal component, cluster and partial correlation analysis methods were adopted to analyze agricultural production efficiency, comprehensive evaluation of the circular agriculture and its security system, using DEAP2.1 Program and SPSS 17.0 Program, respectively. The cluster and partial analyses of comprehensive evaluation of the circular agriculture and its security system were also conducted.The thesis described the conditions of cultivated land and grain output, and the data envelopment method was then applied to analyze the agricultural production efficiency of the whole country and individual province, municipality and region, with redundancy of input-output index obtained. Using the data envelopment analyses method, it is concluded that comprehensive efficiency of China’s agricultural production decreases annually and nationally. Mechanical power and pesticide inputs are not proportionate to grain output, with a lot of redundancy, while fertilizer、plastic film and energy consumption inputs are relatively reasonable. Based on the data envelopment analyses of provinces and municipalities, Beijing and nine provinces DEA are effective, while Hunan Province and two provinces are in diseconomies of scale, with Shanghai and four provinces being in serious redundancy, Tianjin and three provinces moderate redundancy and Jiangxi and five provinces low redundancy, respectively.Fifteen evaluation indexes were established to analyze China’s circular agriculture using the principal component method. The development of the circular agriculture decreases annually, in which the reduction index affects the circular agriculture greatly, while two other indexes indicate a better trend following a poor trend. Through calculations, the scores of provincial comprehensive evaluation and three item indexes were obtained. It indicates that the scores of the comprehensive evaluation index and the reduction index increase more than those of resource usage and recycling efficient indexes. As such, the development of provincial circular agriculture decreases annually while resource input increasing. The resource usage efficiency decreases annually due to the reduction index.Fourteen evaluation indexes were established to analyze China’s circular agriculture, with principal component method. The security system of the circular agriculture is categorized into three phases as follows:Phase One (1996 to 2000), the security system and its three item indexes became better gradually; Phase Two (2001 to 2004), the security system and its three item indexes stayed stable; and Phase Three (2005 to 2008), the security system and its three item indexes decreased annually, and its protection function became poor.In accordance with the study of relation between development of circular agriculture and its security system using the partial correlation method, it is obtained that the reduction resource index is not closely related to the security system. However, the agricultural input is highly related to the reduction resources index, and the resource recycling index was also highly related to socio-economic development index, with the circular agriculture development highly related to its security system. Therefore, the socio-economic development and agricultural capital investment promotes the development of the circular agriculture. The above relationship of each province was studied. The study shows that the security system of Beijing and other ten provinces promoted the circular agriculture development, while the security system of Jiangsu and nine provinces retard the circular agriculture development. In this thesis, it is emphasized that evaluation system of the circular agriculture and its security system are established, with their relationship obtained using the principal component method. It provides a reference to further implement the circular agriculture.
