| The agriculture plays an important role in China.It has a huge straw production,which are widely distributed,and varied in species.The utilization of straw resource is an effective way to develop agricultural recycling economy and is also one of the primary areas of the national resource recycling industry,which could ease resource constraints,reduce environmental pressures and increase farmers' income.In a word,the utilization of straw resource is of great significant to power source,environmental protection and new rural construction and other central issues.However,the current comprehensive utilization of straw is faced with a series of problems such as ineffective policy incentives and low level of public participation.In view of the above problems,first,this paper analyzes the theoretical basis for advancement of comprehensive utilization of straw and research status at home and abroad.Second,it reviews the relevant legal systems and policy documents for the management of straw burning and the promotion of comprehensive utilization of straw,and analyzes the current straw burning prohibition system.The reasons for the lack of incentives for comprehensive utilization of straw and straw utilization are as follows.Third,the areas where straw biomass is used as raw materials for Wuyang County,Zhaoling County,Luoning County and Shenqiu County in Henan Province are selected as research sites.Understand the current situation of comprehensive utilization of straw in Henan Province,and focus on the analysis of the current status of straw comprehensive utilization in rural households and its influencing factors.The results of the study indicate that(1)straw stalk management policy has changed from the initial “mainly based on blocking” to the current “combination of evacuation and blocking,focusing on sparseness”.The outstanding problem is the lack of specific implementation rules,extremely low subsidies,and subsidies.The scope is very narrow;(2)Henan Province is rich in straw resources and there are large regional differences.In 2016,Henan's main crop straw theoretical resources amounted to approximately 78,898,500 tons,and the average recoverable use factor was approximately 0.71.Due to the differences in planting structure,crop yield,etc.,the most abundant straw theoretical resources are Zhoukou City,which can be collected.The most abundant place to use straw resources is Zhumadian City.(3)A survey of farmers in Wuyang County,Zhaoling District,Luoning County,Shenqiu County,and other places found that farmers who can use straw for resource utilization have been widespread,especially for the return of straw.The relevant links in the return of corn stalks by farmers are basically mechanical operations,crushing,ploughing,rotary tillage and other mechanical support.(4)From the model regression results,the education level of farmer households and the number of cultivated land sites have a significant negative impact on the household straw comprehensive utilization behavior,family management farmland area,policy understanding,satisfaction with alternative methods,and access to new technologies.The degree of difficulty in guidance and other factors positively affect the straw comprehensive utilization behavior of farmers.Finally,based on the research results and research facts,the following suggestions are proposed:(1)The research and development and promotion of new technologies should be based on the needs of farmers;(2)Development of comprehensive utilization of straw should be based on improving farmers' cognitive level;(3)The use of straw should be used as a means to promote the comprehensive utilization of straw;(4)Straw comprehensive utilization technology should be supported by increasing financial investment.(5)The sustainability of straw comprehensive utilization requires legal construction as a guarantee. |
