Research On Optimization Of Agricultural Products Logistics System Based Supply Chain Of Northern Xinjiang

As a great power dominated by agriculture, agricultural development plays a pivotal role inthe process of national economic development in our country and agricultural products logisticswhich is closely related to agriculture receives more and more attention. Logistics has beenreckoned as’the third profit source’ following the drop of material resources’consumption and theimprovement of labor productivity, as a consequence, it’s necessary to develop the modernlogistics of agricultural products and set up modern agricultural products logistics system so as tobetter promote the development of modern logistics of agricultural products, meanwhile,effectively solve the contradiction between regional blockage and smooth flow of goods existingin the traditional circulation of agricultural products, and address the contradiction between theagricultural regional structure and national consumption. Developing the modern agriculturallogistics is heipful to improve the market competitiveness of agricultural products and increase theadded value of agricultural products, thus increasing farmers’ income, improving the current ruralsituation and solving the "three rural" issues radically.The resource of Xinjiang is based on agriculture, which plays an extremely important role inthe national economy. A great variety of agricultural products in Xinjiang sell well at home andabroad. As an important issue of socio-economic development, agricultural logistics problem hasbeen included in Xinjiang Twelfth Five-Year Plan. The level of industral and logisticsdevelopment in Northern Xinjiang far exceeds that in the Southern regions, and the agriculturaldevelopment, so that the level of logistics development in Northern Xinjiang can basically reflectthe average level of logistics development in whole Xinjiang.In recent years, the amount of agricultural products of Northern Xinjiang has been increasingpersistently while many problems lie in the developing logistics system which associatingagricultural producing area and its sales market, seriously affecting the "smooth flow of goods"and “goods making the best value”. In order to enhance the efficiency and effectiveness of theagricultural logistics system of Northern Xinjiang, the paper analyzes Northern Xinjiangagricultural logistics system, and conduct a detailed analysis of the cotton supply chain logisticssystem, the characteristic agricultural products, and optimizes the logistics system taking thecotton supply chain logistics system as example.This paper draws on relevant research results in the field of agricultural product logistics,combining front theories of logistics and supply chain to analyze and evaluate the agriculturalsupply chain logistics system of Northern Xinjiang. The main findings of the present study are asfollows:1、By using DEA analysis method, this paper analyses the efficiency of logistics of eightregions in Northern Xianjiang from2006to2012. The results show that the overall level ofefficiency of the logistics in Northern Xinjiang is not high. Besides uneven development exists indifferent regions, and logistics efficiency levels are quite different. In all eight regions, tworegions turn out relatively efficient, others relatively ineffective, and the gap among these sixregions is relatively large. It sufficiently shows that the resources being put into the logisticsindustry not achieving rational use and resources being invested not translating into effectiveoutcomes. Public environment, social seurity investment and logistics industry output value have avital influence on the efficiency of logistics inputs and outputs in Northern Xinjiang.2、This paper firstly constructs a index system of the agricultural products logistics development and then evaluates the8regions’ development level of agricultural logistics, usingthe factor analysis and TOPSIS analysis method. Thirdly, it weights combination of the two kindsof evaluation results, finally getting the more accurate results of the regional agricultural productslogistics development level. The results show that the major factor which differs agriculturalproducts logistics development level in8regions is the difference of economic level. Thewell-developed cities have higher logistics development level, the economic backward areas havelow logistics development level.3、In vertical view, the current northern agricultural logistics has achieved a certaindevelopment, but when compared with the industrial logistics, there are a series of problems inthe development process because of its late start, such as cotton logistics concept behind, thelogistics main body cultivation immature, logistics low level of infrastructure, lack of logisticsprofessionals, logistics management scattered, logistics and technical level is not high, resulting ina cotton logistics longer time, low efficiency and loss of large, unable to effectively realize thevalue of cotton goods.4、Based on the analysis of the northern agricultural logistics, this paper analyzes the northerncotton supply chains specifically. Analysis of the cotton supply chain, cotton logistics, and againstthe problem of cotton logistics, the logistics organization mechanism from cotton, cottonpackaging standards, the layout of the logistics center of cotton, cotton, transportation andwarehousing, logistics information platform construction cotton five aspects of the cotton supplychain optimized design.5、There are many problems to be solved Northern Xinjiang supply chain logistics system,and there is much room for development based on North Xinjiang agricultural logistics systemoptimization suggestions and studying the foregoing. Foster agricultural logistics body, guiding toinnovate the way of the agricultural products of circulation patterns; accelerating the pace oftechnological innovation, development of agricultural logistics standardization system; optimizingthe investment structure, increasing its infrastructure for agricultural products logistics;accelerating the training of logistics personnel; improving the use of the mechanism of modernlogistics personnel;playing macro-control and service functions of government, improving lawsand regulations, so as to change the unfavorable situation in the northern areas of agriculturallogistics development, and ultimately promote the future development of the northern areas ofagricultural logistics system.
