The thesis is to study the agriculture administration system. For the domestic reasons, theagriculture development has entered a new phase in recent years. The main challenge haschanged from the short supply to poor quality. For the international reasons, China is facingfierce competition from developed countries. The WTO which China entered in2001hasmade many rules to regulate the behavior of the government. The agriculture environment hasmade it necessary that China innovate the agriculture administration system. The system mustbe market-orientation and can adapt to the new environment.Based on the modern management theories and institution economic, taking the methodof overall analysis and comparison study, this thesis makes an overall study on the agriculturesystem in China to make some valuable suggestions to the innovation of agriculture system.This thesis begins with the background and methods of the study. Next the thesiselaborates the definitions of the agriculture administration system. Then the thesissummarizes the research in this field on the base of analyzing the materials from home andabroad.Then the thesis takes a comprehensive review of the development of the agricultureadministration and management system in China since1949in all relevant aspects, such as itsevolution and problems,efficiency evaluation,affecting factors and policy choice for theoptimization of the agricultural administration and management system in China. At present,the agriculture administration system which involves several departments has the followingshortcomings: the functions of the departments are disorder, the methods are limited, and thelower levels of the bureaucracy have limited capability to deal with the relative issues. Inorder to meet the requirement of the new situation, China must rebuild our agricultureadministration system.China can learn experience from the developed countries,e.g. The USDA upholds thewhole chain from the field to table, and many functions from food safety and marketregulations to natural resources management and rural development. Japan attaches greatimportance to the functions of intermediate agencies, especially the so-called “Nokyo”. Bothof them implement their administrative functions according to the law. On the base of study of the developed countries, the thesis gives some advices on how to build our agricultureadministration system.It is necessary to select some indicators and choose appropriate methods to evaluate theoutputs and behaviors of the government. From the basis of the domestic situation,theeffective of the output has increased greatly, the efficiency of our management system isrelatively low, the cost is high and the constitute is inappropriate.The innovation of the administration system must be under current environment.Politically, the innovation must be lead by the CCP. The scope of the innovation is in theframework of the political system. Economically, China is heading to the economy institute,the innovation must meet market’ need. And the administrative system should share someserving functions with the social organizations according to their advantages.The process of the innovation will not be smooth, it faces obstacles from some interestgroups whose interest will suffer during the process. Effective measures must be taken toeliminate the obstructions.After the research, the thesis gives the policy suggestions. The innovation must bemarket-orientation to adapt the modern production activities. A bigger agriculture agencyshould be set up to deal with the agriculture issues comprehensively. The functions of theadministrative agencies must be focused on serving the agriculture production and the farmers.In order to make better consequence, the agency should use diverse regulating methods.
