Nowadays, the country's innovation of administration management system is in phase of steady-going improvement and unceasing deepening. In agriculture area, how to eliminate system handicaps further, establish conformable administration management system for the "Three-Agriculture", adapt the development of posture actively, is a key issue for the comprehensive, harmonious, continual development of agriculture and rural economics, also for the establishment of a harmonious and well-off society. The author describes an all-around analysis on this subject. Based on the World Bank item and the agriculture ministry's soft science subject, the paper is finished with actual research.Guided by Marxism, based on management knowledge and system economics, combined with multi-subject, integrated instance analysis and general study, united system analysis and comparative study, consulted the western management idea, theory and experience, the paper generally researched the problems in agriculture administration management system. Based on analyzing influence factors in agriculture administration management system: human management, circumstance factors and crisis management, it exactly specified worthiness which agriculture administration management system should adopt, and also issued guidance idea, principle and target and frame mode for new agriculture administration management system. Some novel viewpoints described in this paper may include the following:1. A new model which is suitable for the national agriculture administration management system reform.
