Study On The Evolution, Effect And Demand Of Regional Ipr Policies

Nowadays, China has been trying to build an intellectual property rights (IPR) oriented regional economic policy system, which is an important part of innovation-driven development strategy at the regional level, and is also crucial for the revitalization of old industrial bases in China, such as northeast old industrial base. By focusing on the northeast old industrial base, this dissertation studies the evolution, effect and demand of regional IPR policies, and then put forward some policy suggestions.Firstly, this dissertation examines the spatial patterns of regional economic development in China, and the evolution of IPR contents in regional economic policies. On the basis of technology innovation theory, value chain theory, and institutional economics theory, this dissertation builds a theoretical model to examine the effects of IPR oriented regional economic policy on regional innovation capacity. Then, the research framework of evolution, effect and demand of IPR policies is put forward, so as to provide theoretical foundation for the following research.Secondly, Based on the analysis framework of the regional IPR, using text mining and social network methods, this paper attempt to sort out the relevant policy of the central and local governments for the revitalization of northeast old industrial base since2003, study the evolutionary path of policy objectives, tools use and effectiveness level in order to provide a basis for policy analysis and policy design.Thirdly, by analyzing the operation of northeast regional innovation system, and taking IPR policies as driving forces in regional innovation system, this dissertation builds a system dynamics simulation model, and examines the effects of different IPR policies portfolio on regional innovation capacity, so as to recognize an optimized combination of innovation policies, and provide some references for the policy design of northeast old industrial base.Fourthly, by constructing a research framework of IPR policies demand, this dissertation designs a survey scheme to collect IPR policies demand of the northeast old industrial base. And then, by analyzing survey data and statistics, this dissertation achieves alternative sets of IPR policies demand, so as to provide foundations for policy design.Finally, on the basis of theoretical research, empirical investigation and demand analysis, and drawing lessons from advanced experiences of domestic and international IPR policies formulation and implementation, this dissertation puts forward some specific suggestions for the revitalization of northeast old industrial base, from the perspective of general ideas, key points and supporting measures.
