Research On The Rejuvenation Of The Old Industrial Base In Northeast China Based On The Adjustment Of Industrial Structure

The adjustment of industrial structure is the objective requirement for the revitalization of the old industrial base in Northeast China,and in a certain sense,it is also the key to determine whether the Northeast will be rejuvenating.This paper argues that we should start from the new idea of revitalizing the old industrial base in Northeast China,and draw lessons from the experience of transformation of old industrial bases abroad,and plan the transformation and revitalization of Northeast China as a whole.The adjustment of the industrial structure of the northeast old industrial base,must learn from China's traditional socialist industrialization lessons,take a traditional industry with the information transformation,enhance the competitiveness of traditional industries,promote the development of traditional industries,the development of traditional industry and promote the informationization of the new road to industrialization.Specifically,it includes: first,we should actively adjust the layout of the state-owned economy,combine the adjustment of industrial structure,implement the strategy of "go ahead and retreat",and state capital will exit from the general competitive field and small and medium-sized enterprises in a planned way,so as to optimize the state-owned capital structure.The two is to carry out strategic reorganization of state-owned enterprises,break the boundaries of regions,departments and ownership,implement the combination of strong and strong,and complement each other.Three,we should deepen the reform of state-owned enterprises,transform business operation mechanism,speed up the establishment of modern enterprise system,improve corporate governance structure,deepen internal reform,establish effective incentive and restraint mechanisms,and effectively improve enterprise management level.Four,we should deepen research and actively explore and deepen the management system reform of state-owned assets,and establish new management system of state assets according to the national requirements,so as to achieve more value and increase of state-owned assets.Five is to vigorously develop the private economy,actively promote the reform of the shareholding system,and effectively optimize the structure of ownership.
