The Research Of Game And Evaluation Model Based On The Construction And Operation Of Smart City Dominated By Telecommunications Operators

Under the background of state and local governments developing smart city, it is important challenge for telecommunications operators to push ahead with the construction and operation of smart city. In the specific case of telecommunications, they are facing the difficult position such as saturated traditional correspondence market, fierce crossover competition and so on. They must find the blue ocean market and the dead line is around the corner. The projects and applications about intelligent city often have three kinds such as E-government management, public service/citizen oriented service and industry development. There are lots of development chance in some fields such as data centers, cloud computing, developer platform, demonstration projects and so on. Overall, intelligent city is a great opportunity for telecommunications operator. Before gaining the revenue of the Emerging market space coming from smart city, they must solve three problems. The first is how to select the appropriate operating mode with the kind of the City project. The second is how to compete and collaborate with the stakeholders from the projects of smart city. The last is How to properly assess the success of the projects about smart city and sum up the experiences for reference.Based on the Game Theory and Stakeholder Theory and The theory of value chain management and so on, the paper uses the related methods named system analysis, Comparative Analysis, Analytic Hierarchy Process, fuzzy decision method and Delphi method to resolve the three key problems.In this paper, the research content mainly includes:1) clarify the concept of smart city and the relative research situation from domestic and overseas researchers;2) analyses the types and characteristics of smart city by telecommunications operators;3) build the game model of smart city dominated by telecommunications operators;4) build successful degree evaluation model of telecommunications operators.The innovation point mainly includes in the paper:1) in the framework of game theory and stakeholder theory, build the co-operation game model about the construction and operation of smart city, named Game model about E-government management project based on BOT mode, Game model about the project of public service/citizen oriented service based on revenue sharing mode and Game model about the project of industry development based on investment allocation and Price regulation mode;2) build the mode and methodology of project evaluation facing the construction and operation of smart city, the first is "4+1" assessment model which contains objective assessment, process evaluation, impact assessment, sustainable assessment and evaluation of project success. The second is Methodology which include Questionnaire design and testing methods for reliability and validity and assigning a weighting method with index system based on analytic hierarchy process and Evaluation Method for project success based on fuzzy decision, design three sets of survey questionnaires which help implement the modes and methodology as well.
