The emergence of the concept of smart city provides new ideas for solving urban development problems and breaking through the bottleneck of urban development.In the process of building a smart city in China,there are problems such as unclear connotation,blind planning and imperfect evaluation.These problems have seriously hindered the construction of smart cities in China.How to conduct a scientific and comprehensive evaluation of the level of smart city construction,find its weak parts and determine the focus of the next step of construction is the core issue of current theoretical research on smart city.Based on this background,this paper studies the evaluation of the level of smart city construction.First of all,based on the analysis of the theory of smart cities,this paper defines the definition of smart cities from four aspects:system,technology,urban management and society.According to the urban system engineering theory,the smart city is divided into six subsystems:smart infrastructure,smart government management,smart economy,smart innovation,smart people's livelihood service and smart ecological environment.This paper analyzes their meaning and construction content in detail,which lays the foundation for the determination of the key process areas in the following.After that,this paper introduces the maturity theory and establishes the smart city construction maturity model.The maturity level is divided into 5 levels according to the general law summarized by analyzing the classical maturity model.The key process areas of the model are determined by the division of the smart city subsystems,and each key process areas is divided into several key practices.The primary selection of indexs is carried out according to the mapping principle between key practice and evaluation index.After optimization by factor analysis,there are 6 first-level indexs and 27 second-level indexs in the evaluation index system.Afterwards,according to the multi-level extension evaluation method,the steps of the evaluation are determined,including setting the classical domain and the joint domain,determining the object to be evaluated,calculating the weight of the evaluation index and calculating the correlation.Finally,this paper takes ShenYang for an example to evaluate the construction level of smart city.This paper takes the smart city as the entry point,establishes the smart city construction maturity model by using the maturity model theory,and uses the theory of extenics to determine the application process of multi-level extenics evaluation method,which not only enriches the smart city evaluation theory,but also perfects it.It is of great practical significance to evaluate the construction level of smart cities and promote the development of smart cities in China.
