Research On The Development Of Korea’s Low-carbon Economy

Global warming brings about a great threat to people’s survival anddevelopment, and gradually attracts the attention within the academic circle. Theresearch about how to achieve compromise and create win-win between economicdevelopment and carbon emission reduction hastens the low carbon economy concept.To reduce greenhouse gas emission and protect the global environmental system,ocean, ozone sphere and biological diversity is common responsibility of universe.Those countries of beforehand industrialization have enjoyed abundant resources, andexerted a great influence on environment, while junior industrialized countries haveto be faced with larger environment stresses when they are realizing economicdevelopment. In the late20thcentury, some emerging countries sprang up, andgradually optimized the industrial structure to seek a new way for sustainabledevelopment when they achieved rapid development of economy. As one of the FourAsian Tigers, in recent years, Korea has performed a rapid development in lowcarbon green economy, and made efforts to protect the environment and achievesustainable development for Korean economy. This thesis takes the development ofKorean low carbon economy as the research object, and conducts relativelycomprehensive and systematic analysis on the background, current situation, strategicframework, path choices, guarantee mechanisms and efficiency of development of thedevelopment of Korean low carbon economy on the basis of clarifying the concept oflow carbon economy and economics foundation as well as correlation theories.Firstly, this thesis sorts out related concepts of low carbon economy andviewpoints of domestic and overseas scholars, reviewed the proposed low-carboneconomy and the development process,and analysis of the nature of low-carboneconomy, goals, conflicts and other forms of economic relations. Finally,this thesis interpreted the economics foundation and correlation theories concerning low carboneconomy, so that the theoretical basis of this thesis is established.Secondly, on the basis of a wide range of collection of literature related withthe research, this thesis elaborates the background and current situation of Koreanlow carbon economy. The necessity for Korea to develop low carbon economy, andthe history and characteristics of development of Korean low carbon economy areanalyzed respectively from the perspective of home and abroad.Thirdly, this thesis systematically elaborates the strategic framework of thedevelopment of Korean low carbon economy, and respectively discusses thelong-term objectives and short-term objectives of the development of Korean lowcarbon economy as well as the strategic measures adopted for the realization ofobjectives. To promote the development of low-carbon economy in Korea, the Koreangovernment were from the capital, protection, system, new energy and smart griddevelopment of intellectual property to take appropriate measures.Fourthly, this chapter is the emphasis of this thesis. According to the purposeand significance of this research, the thesis puts emphasis on the discussion of thepath choices of Korean low carbon economy respectively from greenization ofindustrial structure, reduction of greenhouse gas emission, development of newrenewable energy, recycling of waste and trading mechanism of carbon emissionpermit, etc. Traditional fossil energy use is a major source of greenhouse gasemissions in Korea, the new energy development in Korea focused on reducinggreenhouse gas emissions, so many paths to promote low-carbon economicdevelopment, this chapter focuses on the promotion of new energy development inKorea take the main measures.Fifthly, low carbon economy development and safeguard mechanism in Korea.In order to promote and guarantee low carbon economy development, series of rulesand regulations and policy means are implemented for development planning. In this chapter, it firstly discusses major implementing agencies in Korea then furtherinvestigates from greenhouse gas emission, industrial circle, energy field, waste fieldand pillar industry electronics and automobile industry, which system has played animportant role in implementing South Korea’s low carbon economy development.Sixthly, it describes achievements of low carbon economy as well as itsinadequacy, which kind of system has promoted development of low carbon economyand whether it reaches estimated goals. South Korea’s low-carbon economy is notonly reflected in the development and effectiveness of the use of new energy, wasterecycling and the use of low-carbon technology to improve the ecologicalenvironment, and more importantly, a low-carbon green development as an importantpolitical measure Korea for the overall economic development of South Korea’senergized, stimulating employment, and promote the optimization and upgrading ofindustrial structure in Korea as a whole. Meanwhile, the implementation oflow-carbon green growth policy of the Korean nationals and establish a goodawareness of low-carbon environment, the establishment of a low-carbon greenculture.The paper aims to discuss strategy and countermeasures of Korea’s low carboneconomy competitiveness and provide reference for increase of China’s, as well aspromote scientific and coordinate development.
