In recent years, the frequently occurring natural disasters caused by global warming and other environmental damage as well as the outbreak of oil crisis in the last century 50s have exerted a huge influence on the world economy. Countries around the world are paying increasingly more attention to environmental pollution and energy shortages. Film 2012 tells that human beings have recognized the seriousness of environmental pollution. And the global warming is due to the excessive carbon dioxide emissions, with the essence that human beings keep their economic growth in a high energy-consumption and high-pollution way. Therefore, it is becoming a common choice for every country to change the traditional model of economic growth, to vigorously promote energy conservation and to achieve sustainable human development.Restricted by the domestic natural geographical environment, South Korea suffers from "energy crisis" with seriously scarce domestic natural resources, short supply of energy resources, traditional energy consumption structure, and excessive dependence on energy from overseas. South Korean environmental index is relatively low and the impact of climate change on it is very obvious. According to the statistics in the past 100 years, the range of South Korean average temperature has increased twice than the global one, which makes South Korea have to attach importance to its environmental protection. According to this, South Korea has proposed the low-carbon green growth strategy.This thesis includes five parts besides the introduction:The first chapter is an overview of the concept of carbon green growth and relevant theories. Low-carbon green economy is a broad concept including clean energy and renewable energy economy, energy resources conservation economy, circular economy, low carbon economy and the economy of protecting the environment. The main features of low-carbon green growth are progressiveness, innovativeness, systematicness, and internationality. Sustainable development is the theoretical basis of low-carbon green growth, precisely, low-carbon green growth is the extension and expansion of sustainable development. Decoupling demonstrates the possibility of low-carbon green economy, but the transformation of the "three high and one low" economic growth model to a low carbon green economy is not a simple process and the environmental Kuznets curve pointes out the direction of economic transformation of human society to us.The second chapter is the background of the implement of low-carbon green growth strategy for South Korea, consisting of the domestic and international background. The international background is that every county is engaged in carrying through "Green New Deal" competition against the background of global warming, world's energy crisis and global financial crisis. And South Korea as a developed country is certain to participate in this competition if not willing to fall behind. The domestic background lies in severe environmental pollution, barren of natural and energy resources, energy consumption of traditional energy-based structure and high dependence on overseas energy.The third chapter is one of the core of this thesis, which describes South Korea's strategic goal of low-carbon green growth and the main contents. The short-term green development goals of South Korea's low-carbon green growth mainly refer to the "green growth Five-Year Plan" drawn up by South Korean government in July 2009. And the long-term goals mainly cover the following four areas:First, creating a energy independent nation; Second, transforming the green technology and industry into a new growth engine; Third, building green cultural and green infrastructure; Fourth, creating green jobs. The strategic contents of low-carbon green growth comprise the following three parts:First, the green energy strategy; Second, green industrial development strategy; Third, the construction of low-carbon society. These three parts correspond to the first three of the long-term development objectives of green goals, which penetrate the fourth goal of creating green jobs.The fourth chapter is also the focus of this thesis, discussing the major policy initiatives of South Korea's implementation of low-carbon green growth strategies. The formulation and improvement of relevant laws, such as "Energy Basic Law,' "Basic Law on Climate Change," "Basic Law on Sustainable Development" and "Basic green growth" is to ensure the implementation of the strategy. In the aspects of improving energy efficiency, it mainly includes improving enterprises'low-carbon green sense, providing for cost-based electricity generation, promoting the use of new energy vehicles and providing scientific and technological assistance to the larger manufacturers. In the development of new energy and renewable resources, it is necessary to focus on the development of thin film solar cells, fuel cell power generation system and a new generation of new nuclear power plant. At the same time, South Korea has also taken some other effective measures, such as making the plan of greenhouse gas emission reduction, building green public transport system and etc.The last part describes the effectiveness and significance of low-carbon green growth strategy in South Korea. Although it has not been a long time since the implementation of low-carbon green growth strategy, it has paid off. The awareness of "green growth" has been gradually enlarged, related businesses have benefited a lot from green growth momentum, and some areas (Sunchon Bay, and Daqiu-Qingbei Free Economic Zone) develop rapidly due to the highest priority opportunities for the development. The implementation of low-carbon green growth strategy is significant, it is not only beneficial to turn "crisis" to chances, to create a "second miracle of the Han River", but also conducive to promoting South Korea's economic development, ecological protection and social harmony and unity, as well as helping enhance South Korea's international status.
