With the rapid development of economic globalization, people’s living standards is higher and higher, urbanization is speeding up and industry is rising, which makes the demand and consumption for energy increasing greatly. Therefore, the environment has been seriously polluted. The harm of environment pollution is not only a lot of smoke and acid, but it creates much carbon dioxide. It makes the global climate more and more warming, which invisibly endanger human health. The relevant government departments had predicted that, if not stopped, the worldwide average annual temperature may rise 1.4-5.8 degrees Celsius after 100 years. They has great potential harm of temperature rising, for example, it will lead to natural disasters increased, melting glaciers and so on. So the world is focusing on climate warming and the concept of low-carbon economy emerges as the time require.China has always been a big energy consumption country, which has the characteristic of more total consumption and backward consumption patterns. Coal accounts for the largest in all energy consumption, but the use of clean energy is very low. According to the statistics, Chinese carbon dioxide added value accounted for almost 63% of the global value added in the past 10 years. Foreign scholars have estimated that the world’s growing carbon dioxide is mostly China contribution, so China carbon emissions became the focus of global concern. In the environment of all over the world promoting harmony between man and nature, if China can’t solve this problem well, it will inevitably lead to disputes. So China is facing tremendous pressure. Since the implementation of low-carbon economy, China has been exploring low carbon development road and reducing gas emissions. Shandong province is a big economy province of our country, which has a large population and is in the period of rapid economic development. So it needs large energy and has more carbon emissions. From the overall perspective, the current development situation of Shandong province can be said to be a microcosm of the China, which is representative and universal. The national government issued a carbon reduction command for the Shandong carbon emissions and makes a clear request. How to maintain economic growth and protect the environment has become the primary problem of Shandong province economic development.This article based on the reality of the economic development in Shandong, on the basis of existing research results of the system combing a low carbon economy, analysis and discusses the energy consumption and carbon emission status of Shandong, the facing situation of the low carbon economy development. The research content of this paper is divided into five parts. In the first part, it first analyzes the background and significance of the research on low carbon economy. Secondly makes a review on the domestic and international relevant carbon research, hoping exploring and experiencing low carbon development paths. The second part is the theoretical part, where first introduces the connotation of carbon economy, having a general understanding of low carbon economy. Secondly elaborated the theory basis of the low carbon economy development, such as the externality theory, sustainable development theory and environmental Kuznets curve. The third part analyses the current energy consumption situation and characteristics of carbon emissions during the study period, meanwhile put forward a several factors that may have effects on carbon emissions, to pave the way for the next empirical analysis. The fourth part is making empirical analysis on the above analysis influence factors, to prove whether there exists a causal relationship between them. And then analyzes those influence factors development trend to see whether they have the possibility to improve. The fifth part, analyzed the present condition of Shandong Province, the development of low carbon economy and challenges, finally put forward some suggestions on low carbon development from different aspects according to the present situation.
