The rapid development and deepening application of new generation information technology, as new generation of Internet, internet of things, mobile broadband and cloud computing, providing new direction and power for city development, then the concept of Smart City being proposed and the rise of researching Smart City.The evaluation study of Smart City is a part of Smart City study and also is an indispensable part of Smart City construction. The paper from the view of input-output establishes a series of evaluation system of Smart City via comprehensive use of Input-Output theory, Human Capital theory, Industrial Structure Evolvement theory, Data Envelopment Analysis(DEA) and Malmquist productivity index evaluation method, and conducts an assess on the construction of Smart City of Wuhan.The main content of the paper as following:Firstly, proposes the evaluation framework of Smart City based on DEA method. The paper initially introduces DEA method into the research field of Smart City evaluation, divides the construction of Smart City into two dimensions:input resources and output returns in view of input-output according to the requirements of DEA, and conducts deconstructional analysis of input resources and output returns. On this basis, the paper analyzes the feasibility and advantage of DEA in evaluation research of Smart City and utilizes the evaluation research thought of DEA method so as to establish evaluation framework of Smart City based on DEA method.Secondly, establishes evaluation index system of input-output of Smart City, which is based on the recent researches of domestic and foreign scholars. The index system is gained through:firstly, analyzing input resources and output returns of building a maturing Smart City under guidance of input-output theory and with the relevant theoretical studies on Smart City and integrating evaluation systems of Smart City which have more influence in the world so as to build original index database; Then from the researches on urbanization evaluation and urban informatization evaluation to extract related indexes with well universality, representation and maneuverability as supplementary; finally by screening and summarizing indexes in order to establish the evaluation index system of input-output of Smart City in line with the principles of comprehensiveness, representation and maneuverability. This index system contains7first-grade indexes,26second-grade indexes and175third-grade indexes, meanwhile owning the characteristics of universality, representation, comprehensiveness and maneuverability.Thirdly, constructs a series of effective evaluation model. The paper initially introduces C2R model and Malmquist productivity index evaluation method, based on related theories of DEA, so as to build a series of evaluation model of Smart City with strong operability and great effect. This model not only could evaluate relative efficiency of many objects, but also could evaluate the changes of total factor productivity of Smart City construction while the sample being in a period, thereby showing the difference of Smart City construction of samples and the meanings and enlightenments behind.Finally, selects Wuhan as example, utilizing the evaluation system of Smart City established here and integrating the principal component analysis method to take objective evaluation of Smart City construction status of Wuhan among2011-2013, then in light of the revealing problems of evaluation result to give relevant policy suggestions.
