The Study On The Construction And Application Of Evaluation Index System Of Smart City In China

Since IBM put forward "Smart Earth,Smart City" in 2008,all countries in the world began the construction of the Smart City.In 2011,our country also joined the construction of the Smart City.The Smart City not only solved the problem of the population exploding effectively,but also to improved a series of problems which appeared in the process of urbanization.China's Ministry of Housing in the year of 2013 announced a total of 193 Smart City pilots,and in 2014,the pilots of Smart City increased to 277.According to an uncompleted statistic,there are at least 300 cities in our country in the construction of Smart City so far.With the China's Smart City construction projects started,some scholars began to study the results of the evaluation on the Smart City construction,then,according to their respective methods and perspectives,a series of Smart City evaluation index system is built.But the construction of Smart City is a long-term and complex project,which led to the current stage of the Smart City evaluation index system study only stay in the level of qualitative assessment,and lack of quantitative analysis and empirical analysis.So far,it has not formed a unified,complete,reasonable and effective evaluation index system.Moreover,our country's Smart City construction is in the initial stage,there is no experience,and in many ways is not perfect,yet it is to be further explored.This essay is based on previous scholars' research,according to the connotation and theoretical of the Smart City,constructed a Smart City evaluation index system about our country,and selected 24 sample cities of the evaluation index system of the relevant empirical research.This Smart City evaluation index system including 4 first grade indicators(the smart of infrastructure,the smart of humanities,the smart of economy and the smart of environment),9 second grade indicators,23 third grade indicators.The analysis result shows that Beijing,Shanghai and Shenzhen in the \construction of Smart City with greater competitiveness,while Changchun,Shijiazhuang and Guiyang at a disadvantage.From the overall point of view,the overall score of the southern city in the construction of Smart City are ranked before the city in the north.So,the advantage of the southern city in the construction of Smart City is greater than the northern city.This essay is divided into five parts,the first part is introduction of the paper,the research background,research significance,research ideas and research methods are mainly written in this part.The second part is mainly discusses the Smart City's related literature reviews.The third part and the fourth part are the main body of this paper,the mainly points of this two parts is the construction and application of the Smart City evaluation index system.The last part is the conclusions and recommendations,it's based on the results of the analysis in the fourth part,and then summarized and put forward the relevant recommendations.
