Study On The Construction Of Rural Informatization’s Standard System

The standard system of rural informatization is not only the basic way to build a new socialist countryside and develop the modern agriculture, but also an important prerequisite for improving the level of public services in rural areas, increasing farmers’ income and promoting the harmonious development of rural areas, which is the core content of the sustainable development of the "three dimensional rural issues" of our country at present and in the future. In recent years, the party and the government has made a series of important deployment to build rural informatization. However, as a result of China’s rural informatization construction has just started, a lot of work is still in the exploratory stage.Promoting rural informatization construction is hampered. The standards system of rural informatization is the key segment to build modern agriculture, which can speed up the interaction, sharing, promotion and application of scientific and technological achievements.Therefore, researching on the basic standards system can promote the theoretical elevation and practice innovation of the construction of rural informatization standard of our country.Under the supports of multidisciplinary theories,the thesis combines the public goods theory, system theory, information resource planning theory and "Double helix" theory with the rural informatization construction,and carries on the theoretical analysis. From the "ought" perspective, it studies the basic content of rural information standards system construction through literature.From "real natural" perspective, it analyzes the existing achievements and problems of rural information standards system construction through the field investigation. It analyzes and sorts out for the endogenous and exogenous factors of rural informatization standard system comprehensively by using DEMATEL and Tobit models.And exploring the countermeasures to solve the problem based on the domestic and international experience, it aims to promote the orderly and efficient development of the rural informatization construction in China. The thesis, which drawn lessons from the research achievements of basic standardization,different industries or relevant field standardization system, strives to build the framework of China’s rural information standardization system. Through the combination of theoretical and empirical method to discuss the rural informatization standard system, a series of important viewpoints and conclusions have been drawn in the thesis. First of all, due to the content of the rural informatization standard is very complicate and the affecting factors of forming standard are so much, all of them will affect the attainment of standard from the aspects of endophytism and exogenism. Secondly, the standard system construction should take "scattered storage, centralized management and shared application" as the goal and form the system framework, including the three systems,such as organizational system, standard text system and implement system.Finally, the standard system should take "the technical standard, the working standard and managing standard" as a center,which will be constructed as the ongoing and strategic system.
